you are referring to the fact that the GIMP installer
won't let you choose where to install GIMP. It does this if it detects
that GIMP is already installed on your system, and then uses the same
directory.

You save XCF and you export JPEG.
Exporting to JPEG does not modify the image you got in GIMP, provided
that you do not do any additional steps to it. You do not have to do any
additional steps to facilitate the export.

Seems like someone has set up a local news server, which is reinjecting
the messages.
The user account has been identified, notified and is currently suspended.

Downloaded this file, imported it into GIMP 2.8.22, exported to PSD, and
encountered no problems when importing this again.
As you modified the file before exporting, this test is likely not
representative - can you describe the perspective transform you've applied?
