It's something that happened, and I learnt a lot from it, Fiona MacKeown, 43, told The Times. But it has no relevance to Scarlett's case. Her comments came before she was ordered to attend a juvenile police unit in Goa after a summons under the Goa Children's Act. Mrs MacKeown had previously said that she feared she would be questioned for leaving Scarlett, 15, behind while she travelled in another part of India. However, last night she said the summons was scaremongering by the police, saying: I think I am getting very close to proving how corrupt they are. Police say that they have almost cracked the case after arresting Placido Carvalho, a local drug dealer, and Samson D'Souza, a bartender, on suspicion of plying Scarlett with drugs and then raping her and leaving her to drown. But Mrs MacKeown and her lawyer believe that a third man, Murli Sagar, may be the key to exposing the nexus of local politicians, police and drug dealers whom they accuse of covering up the girl's rape and murder. The issue is that there are at least two bigger guys who are being protected, Mrs MacKeown said. The two they arrested just didn't pay enough in bribes. Mr Sagar was in Lui's bar on Anjuna beach in Goa when Scarlett stumbled in at around 3am on February 18, and left with her at around 5am after offering to give her a lift on his scooter, witnesses say. Mr Sagar was then seen driving off on his scooter alone, while Mr D'Souza apparently sexually assaulted Scarlett and was later seen standing nearby talking on his mobile telephone. Yet police who leaked the names of every other witness and suspect kept Mr Sagar's name out of the media until Thursday when, under pressure from reporters, they admitted that they had questioned him. Bosco George, the Goan Superintendent of Police, told The Times that police knew where Mr Sagar was and would continue to question him, although they did not regard him as a suspect at this stage. Mrs MacKeown and many locals believe that is because Mr Sagar works at Curly's bar, Anjuna's leading party venue and a hangout for local drug dealers, which also happens to be owned by Edwin Nunes, the head of the local council. Mr Sagar is believed to have been working there for a couple of years after giving up a career in Bollywood, where a late relative was a successful music director, according to Anjuna residents who know him. He's a nice guy but he's clearly very successful and it's no coincidence that only he can have the late-night parties, said one foreign resident who frequents Curly's. Goa banned playing music outside after 10pm in 2005 in a crackdown on allnight beach raves but locals say that Curly's often flouts the ban. Drugs are said to be sold openly in the bar even though locals and foreign visitors claim that police conduct regular searches elsewhere in Anjuna.Vikram Varma, Mrs MacKeown's lawyer, said that Mr Sagar should be questioned further. He could provide clues to the nexus. He's on the third or fourth level from the top, said Mr Varma. Placido and Samson are just the foot-soldiers, or the henchmen. In this episode mother is to be blamed for negligence. A good mother will never leave there under-age teenage children alone to someone unknown person anywhere in the world. Here are some thoughts for Goanetters and Bailancho Saad to pursue: If the Goa Police and Justice system is serious about the drug problem in Goa, they should prosecute the offenders and in addition to the usual punishment, close any place - bar, hotel, restaurant, Rave party scene - for a month after a drug bust. And three such violations should call for a permanent closure of the business. A high level CBI / CID inquiry should be appointed by the Prime Minister to look into Goa's drug problem including the money laundering and financial transactions and payoffs. If the MP of North Goa is the Union Home Minister, he should resign. He is likely making the rest of India like his North Goa constituency. Very likely the extensive and endemic horse-trading of elected politicians in Goa is helped by drug-money, which probably is greasing a lot of palms. Perhaps Mr. Parrikar should be asked about all of this during his on-camera QA interview. Surely the Anjuna beach (and other sites) drug problems existed during his tenure as Chief Minister. These included Goa's (peverted?) image, politicians, policing, parenting, drugs, tourists, insider vs outsider, local culture, dress code (esp bikins vs burkhas), land, youth, anti-Goans, governance, safety on the beach, ordinary people, corruption, etc. Besides the compere who was visibly struggling, first, physically to run on the sand with the mike from one speaker to another, and then cognitively to cope with the variety of issues involved, the stars of the program were the dead girl's mother, dubbed Fearless Fiona by the somewhat partisan crowd, and the lone government minister, Aleixo Sequeira, who provided a fairly good exanple of defending the indefensible. Besides them there were assorted tourists, male and female, Indian and foreign, journalists, residents etc etc who spiced up the proceedings. Dutt summed up by talking about entrenched complex issues on the one hand (a case of the blind people and the elephant?) and the wonderful state and its wonderful people on the other. We have to wait for someone or group to get to the heart of the matter, in a truly fundamental sense, in this unfortunate situation where Goa is under the global scanner as never before. Let's fervently hope Goa will come out ahead as soon as possible. P.S. The unfortunate spectacle of vindictiveness of the Goa government seems apparent from its move yesterday to get Fiona declared persona non grata.

This goes well beyond the platitude of a mother's worst nightmare. Yet even such circumstances have not inhibited the torrent of criticism and contempt that has poured down on this woman's head. Open season has been declared on every part of her family life, her parenting style and even her appearance. She is blamed for abandoning her daughter in a resort while continuing her travels; accused of a recklessly indulgent style of parenting; and criticised for her mode of grieving. This is not something new and was existent even many years ago. And Shouldn't Scarlette have been studying out there in England . She chose to befriend a local, she chose to take drugs and alcohol , she chose to lead a risk-borne lifestyle . That is not to deny the fact that there may be many nefarious local, and possibly national or even international links to the drug nexus in Goa. But excuse-me , why is this case drawing so much publicity? I really want to know what we are doing to improve the plight of the millions below poverty line who earn less than half a pound a day although they seem to be making reasonable choices in their life. We seem to have forgotten the children on the beaches who were hounded by pedophiles. The issues are many. The tragedy , though not a first , has once again drawn our focus to society's changing attitudes, and changing priorities. I hear that the government is thinking of not extending her visa further. Her comments came before she was ordered to attend a juvenile police unit in Goa after a summons under the Goa Children's Act. Mrs MacKeown had previously said that she feared she would be questioned for leaving Scarlett, 15, behind while she travelled in another part of India. However, last night she said the summons was scaremongering by the police, saying: I think I am getting very close to proving how corrupt they are. But Mrs MacKeown and her lawyer believe that a third man, Murli Sagar, may be the key to exposing the nexus of local politicians, police and drug dealers whom they accuse of covering up the girl's rape and murder. The issue is that there are at least two bigger guys who are being protected, Mrs MacKeown said. The two they arrested just didn't pay enough in bribes. Mr Sagar was in Lui's bar on Anjuna beach in Goa when Scarlett stumbled in at around 3am on February 18, and left with her at around 5am after offering to give her a lift on his scooter, witnesses say. Mr Sagar was then seen driving off on his scooter alone, while Mr D'Souza apparently sexually assaulted Scarlett and was later seen standing nearby talking on his mobile telephone. There is no denying the fact that Fiona Mackeown acted irresponsibly by leaving her daughter in the care of dubious local Goans, who turned out to be unreliable; but this in no way absolves the Government and its law enforcing machinery of the shabby response to the death. Alexio Sequeira seeks to shift the blame entirely to Fiona Mackeown. This is not only irrational, but it is also a betrayal of the expectations of the citizens that the Police should have been more alert both before and after the event. Our Minister for Home, Ravi Naik, likewise claims that Scarlette would not have died in the way she did had her mother been more responsible. Again, even if this were true, it does not absolve the Government of its own irresponsibility. Ravi Naik publicly acknowledges that Goa is a transit point and even a safe haven for drug trafficking. It is not enough to pass the buck to the Central Government for inadequate monitoring of the drug trade into and out of Goa. Does the local Government not have any role to play to ensure the safety of its own citizens as well as the tourists who are lured to our shores? I was there, having been invited to attend, though not one of the wired with a microphone VIPs. Better sense prevailed for I chose not to speak but just listen to the tamasha. I did not take a census of who was a Catholic and who was a Hindu, but was introduced before the event, to quite a few Goan Hindus, who like me, chose not to speak. My impression was that the crowd was a cross-section of Goans with a significant number of tourists. Barkha Dutt said that she had invited several dignitaries from the Government including Digambar Kamat and Ravi Naik, but they declined. What appeared on TV was obviously a heavily edited version of what I heard and saw. I was favorably impressed with Barkha Dutt and the way she conducted the show and tried to keep the discussion on topic. My overall impression was that there was strong criticism from most of the crowd, both Goans and Tourists, of the Goa Police and the alleged nexus between the Police and drug dealers. A British woman who says she is a policewoman in Britain, alleged that every day on the beach as she lay on her tanning bed, she was apalled to see Police hassling the hawkers on the beach and soliciting bribes. If this is true and as blatant as it was made out to be, I hope the powers that be, take note. There was strong criticism of Scarlett's mother for leaving her 15 year old with people who she had just met a couple of months earlier. Her defense was that she was naive. The only Minister in attendance held his own and defended the Goa Government's handling of the case, though there were glitches in the investigation. He said we had to allow time for the investigation to be completed. Fair enough, we dont need a lynch mob, nor do we need a long drawn out investigation that goes on ad nauseum till memories fade. I am not condoning what our Goa Police did or did not do. My stomach was in knots to think about all the publicity in this case, because the victim was white, while murders of young Goan girls take place all the time and the story is soon relegated to the archives. Is there a different level of justice in Goa with the old colonial mentality based on a person's skin colour ? Overall, it was a good discussion with some torrid arguments and name callings which at ttimes I felt came very close to people exchanging blows, when they were physically restrained. Change font size: A A A Tuesday, 18 March 2008 If, as Clausewitz said, war is the continuation of politics by other means, there is not much doubt what tourism is the continuation of. The age of imperialism may have ended decades ago, with the withdrawal of European forces from Asian and African countries and the granting of independence. No sooner had that occurred, however, than the tourists descended like a plague of locusts, all in search of an authentic experience: many ripping up and insulting the host cultures in the name of that bogus authenticity. The Scarlett Keeling murder case has transfixed India's large and busy media with a glimpse of a way of life which few Indians can quite believe. A mother with nine children from four – or was it five – fathers. The children, whose schooling seems decidedly patchy, are taken to live on a beach in Goa for months on end in the name of some kind of nebulous larger education. One of them, merely 15, is left to look after herself while the rest take off to Karnataka. On her own, she takes drugs, drinks a good deal of vodka, has sex with men she has just met – none of which seems to be unusual to her – and is quite quickly murdered. Rarely can the expression it will all end in tears be so grimly literal, and I don't particularly want to add to the terrible burden of grief and guilt which Scarlett's mother, Fiona MacKeown, must have to shoulder from now on. There are thousands of English teenagers exactly like Scarlett Keeling and not much about her life is unusual, apart from its grisly end. I dare say she was nice-natured and well-mannered; she drank and took drugs recklessly, as many teenagers do; she probably had the air of a streetwise girl, able to cope with situations, and only on reading her diary does it become apparent that she was virtually illiterate, extremely ignorant and as naïve as 15-year-olds have always been. We all know teenagers exactly like that. I very much doubt, however, whether Indians do. Even now, a family resembling Ms MacKeown's is impossible to envisage in an Indian context; no Indian mother, no Indian child would ever behave as either of them seem to have. What on earth persuaded them, and the two million Europeans who go to Goa every year to dance and drink and, often, take drugs, that this largely Roman Catholic enclave of India is the right place to indulge in their reckless hedonism? What on earth made them think that a family so brutally ignorant and illiterate would add anything to that culture of education and dogged self-improvement? What on earth persuaded them that to holiday in such style could be regarded as authentic, rather than cultural imperialism of the most brutal variety? Very few Europeans, on holiday in hot parts of the world, seem to consider that they are anywhere in particular; a place with a history and a culture and a view of public propriety. It is quite incredible to see how Europeans dress and behave once off the plane, and it is not surprising at all that their hosts take their behaviour as a direct insult. In much of respectable Indian society, you would not light a cigarette in front of an older person. The idea of kissing in public or holding hands seems not far from inconceivable outside the most sophisticated urban circles. I once saw a notice in a Bombay nightclub with the lovely imprecation, No hanky-panky. Goa is an extreme case, but every society which has been brutally colonised by European holidaymakers has had to bite the bullet and overlook what must seem like direct insults. I once saw a woman walking the streets of the medieval bazaar in Cairo in a bikini, which must have taken quite a high degree of ignorance or sheer nerve. In our own culture, we have learnt that people can determine their own boundaries and take their own moral decisions. For instance, we have effectively taken the view that 15-year-olds are going to get drunk and take drugs and have sex, and their parents don't have a lot of control, realistically, over any of that. Nevertheless, that doesn't mean, we think, that they are bad people or that they cannot say no to a sexual invitation if they don't feel like it at that moment. It has been a very difficult time I must say, there are a great many problems here on and off the pitch. The players are great and I love working with them. Yes it was a good win for us after a run of losses. However, looking back at who we played we lost to four teams that had qualified for the African Cup of Nations; to South Africa on penalties and Senegal, Morocco and Namibia by the odd goal, so the defeats came against top quality opposition. It would be comparable to India losing to Japan, Iran, South Korea and China by a single goal. Of course I hate losing against anyone but some times we have to look at the opposition and improve on those performances and try and turn them into draws then wins. You have a friendly coming up against Rwanda. How are preparations going? We will play Namibia on March 26 , and all games are important , we start preparations on Monday. Do you think football in Malawi is on the rise? How is the football culture of the nation? The people here are fantastic and really love football, the passion of the fans is something special. No I dont think it is on the rise, there are huge problems all across the board, the players lack good facilities and proper coaching. They also dont get enough international exposure; the administration is also a major concern and a great deal needs to be done if Malawi is going to improve. Is talent in Malawi similar to other African Nations like Senegal, Nigeria, etc? There is definitely talent in Malawi but unlike the countries you mentioned, there is no real youth development in Malawi so naturally you're not going to produce the number of players as if had a youth structure. So again no Malawi is not able to compete with those teams just yet. You were the national coach of India for a few years. What do you think of the just concluded I-League? Well it's great that India has at last taken football seriously and they can only improve, there still needs to be a lot of work done especially in youth development. You will see India become bigger and better as years go by. The first step is always a difficult one and that step has been taken. What does India lack in terms of the Asian setting? Well we have started late so naturally we are behind in many areas, if you look at the Japanese, the Koreans, the Chinese, Iran, Saudi and these countries, they have all had pro leagues for sometime as well as youth development schemes. The lack of media attention is or was a key factor in non-development and the sponsorship was not there. This started to change in my time there and it is getting better coverage with more companys looking to football to raise there profile. Who were the few players who excelled under your reign? Well most of them are still there,, Climax Lawrence, Mahesh Gawali, Samir Nike, Tomba Singh, Abhishek Yadav, of course Baiching Bhutia so we had a good crop of very determined players. This issue has long being haunting Indian football - the number of foreign players to be included in a side. Many believe that by having a number of foreign players harms the chances of the Indian ones. Another school of thought suggests that by playing a lot of foreign strikers in the league ensures good defenders... I had asked for all clubs to have not more then three foreigners but had proposed the idea that for 3-5 years we have no foreign players as the we do not have enough depth or the numbers for the national coach to pick from. This was a problem when I was there and still is. I counted at one point while I was there that out of the 12 teams in the league that there were maybe 24 foreign strikers in the league, and I had maybe four Indian forwards to choose from. Any sane person in this world ( indeed the eyes of the world are on us right now) will see through the laughable cover-up attempts blatant diversionary tactics being adopted by our shameless, egoistic representatives to distract attention from the larger issues at hand. In the entire debate on NDTV; which was poor by Barkha's standards seemed more of a publicity gimmick for the channel than a serious debate; the only person who came through with a sense of equity, level-headedness dignity was our indefatigable Remo. To quote from a recent article in TOI attributed to Remo I feel that for us to criticise or even mention Fiona's (Scarlette's mother's) lapses, at this stage of her horror and bereavement, is the most cruel and insensitive thing we, as the host country, could do. Once we have caught and punished our culprits, which include the police officers and politicians who were trying to protect the criminals, then and only then, may we even begin to presume to sit on a high chair, judging her mothering. Until then, we should be kneeling at her feet, begging her for forgiveness. This is hitting the nail on the head; in the short-term *Own Up Clean Up the Mess* and in the long term *Clean the System* which allows this criminalization of Goa. The sad part is that, going by the extremely blase behavior of our politicians it appears that they are so supremely confident in their vote-banks and perversion of democracy that they feel they can get away with the most arrogant and downright stupid behavior. Two local men have been arrested in connection with Scarlett Keeling's death in Anjuna in Goa. Anjuna, famous for its grubby shacks, crescent-shaped beaches, crowded flea markets, drug-fuelled parties and ayurveda spas is in the news again - for all the wrong reasons. Turnout at the once-a-week 3,000-shop, 38-year-old flea market selling anything from tribal jewellery to thongs has been thin. Shacks selling food and alcohol have fewer guests and revellers. Even the live bands with names like Kundalini Airport and Bindoo Babas have been turning down the volume when night falls. 'Mind altering qualities' Scarlett's killing has affected tourism here, for sure. Suddenly things are very quiet, says 61-year-old Manohar Singh, who was born in India, brought up in Zanzibar and holds a British passport. Anjuna was discovered by hippie travellers in the 1960s, a time when there was much interest in the mind-altering qualities of India, according to Arun Saldhana, who teaches geography at the University of Minnesota and has written a book on the place. It was defined by its psychedelic culture and family-run guest houses, a freak and backpackers hangout, rather than the [many] charter tourist hangouts [of Goa], he says. Manohar Singh Suddenly things are very quiet in Anjuna Manohar Singh The 13-sq km beach village hemmed in by lush hills is where, according to another old-timer, foreign tourists went to escape India. Resting in a village in Anjuna during a visit in the mid-1960s, Graham Greene found it possible to forget the poverty of Bombay (now called Mumbai), 400 miles away, the mutilated beggars, the lepers... Anjuna's palm-lined beaches gave birth to a homegrown electronic dance music, called the Goa trance, before house and techno music grew roots in the early 1990's. Distortions The place was seen by many as a secluded, whites-only haven for hippies, who according to Arun Saldhana, could freely indulge in drugs, nude sun bathing and all night full moon parties. The early 1980s were possibly the high point in the beach's chequered history - hippies, punks, artists, Rastafarians, devotees of new-age gurus all hung out here, swapping drugs, music and sexual partners. The Anjuna subculture saw tourists bending rules and bribing local officials. Beach shack owner Francis Fernandes remembers the hippies taking over parts of the beaches and putting up 'Indians are not allowed' signs to keep away the locals. Anjuna beach The beach was discovered by hippies in the sixties Once some foreigners began a beach rave party on a Good Friday without any permission. We stormed the party and smashed it up, he says. A third of Goa's residents are Catholic Christians. British novelist Deborah Moggach even spoke about what she called the touristic caste system in Anjuna, alluding to the Indian caste system. The Brahmins (uppermost in India's caste hierarchy) are the old hippies... They whizz around on old Enfields - how superior people look on motorbikes! she wrote. They have long ropes of hair, washboard stomachs and low slung sarongs... At the lowest rank are package deal tourists. Rising abuse Four decades after the foreigners arrived, Anjuna's hippy reputation appears to be backfiring. Its only hospital, a 20-bed private operation, treats an increasing number of drug overdose cases. Seventeen of the 74 foreigners who have died in Goa in the past two years were in Anjuna, and 11 of them are suspected to be have died of drug abuse. Tourist at Anjuna beach The crowds have thinned since the murder of UK teenager Scarlett Keeling Drug abuse cases have risen here since I came here seven years ago, says Dr Pravin Tippat, who works at the hospital. Anjuna even has a detox and rehab clinic, run by a NGO, which reports high drug and alcohol abuse in the area. We get foreigners every month coming to help for drug abuse. People are taking all kinds of drugs, says Pamela D' Costa, who works there. Though the police talk about record drug seizures, successfully banning nude sun bathing and cleaning up the place, it has not really been successful. It is still easy to get drugs. Evelyn Waugh had six children (a seventh died in infancy); Fiona MacKeown had nine (eight since February 15, when 15-year-old Scarlett was found dead on a Goan beach at Anjuna). Waugh travelled from Piers Court, a Georgian mansion in Gloucestershire, England. MacKeown came from a huddle of caravans near Bideford, Devon, England, a home summarised as a mountain of old tyres ... empty beer bottles ... and rubbish by London's Daily Mail. But the bigger difference is that Waugh left his children behind. He came to Goa in December 1952. The scenery (is) delicious ... the people soft and friendly, he wrote to his wife. The Portuguese colony made a great deal of him. A car and guides were provided. While he was shaving one morning in his hotel, a solicitous official appeared and said, All the peoples in Goa are asking how you slept. Waugh was no stranger to drink and like MacKeown he was a great traveller, though not a Romany. What he wanted out of Goa, however, was a religious rather than a sensual experience. As a Roman Catholic, he had come to witness the exposition of the sacred relics of St Francis Xavier, the Jesuit missionary whose body had been brought back from China to Goa in the 16th century, where it had lain (minus its right forearm, which other missionaries had hacked off and taken to Rome) preserved in its glass and silver casket ever since. Waugh joined the queue in the cathedral, kissed a foot (one brown stump of toe emerging from the white wrapping) and then went off to a five-course lunch in the palace of the patriarch. What did the name Goa mean then? In the West, almost nothing. India's independence five years before signalled that colonialism was coming to an end, but the countries of western Europe still had plenty of colonies. Goa was merely the oldest, a small enclave in India taken from its Muslim rulers by the Portuguese in 1510. The conquerors' religious zeal and skin-blind sexual desire meant many Goans were Catholic and of mixed race, but this hardly recommended them to either the rulers or the ruled in British India. All the qualities that were later distorted and exaggerated to make Goa the world's number one party destination met Anglo-Saxon disapproval. The explorer and translator Richard Burton, there in the 1840s, found it a worse than useless colony filled with drunk, lazy men, and abundant evidence that religious conversion and miscegenation led to the utter degeneracy of the breed. Degeneracy to one writer in one age is harmony to a different writer in another. Ten years after Waugh departed, his friend and fellow Catholic Graham Greene arrived to write a piece called Goa the Unique. Goa had been repugnant to Burton; to Waugh it seemed either sacred or quaint; but in the give-and-take of its villages and mixture of religions Greene glimpsed of a happier society than many countries, including India at large, had achieved. He stayed with a civil servant in a government bungalow. The civil servant's young wife, Maria Couto, remembers that at a party one night Greene was offered Benzedrine and took some. The Coutos had never seen recreational drugs before. Remembering this week, Maria Couto told me, the important thing to stress is that it wasn't offered by a Goan — it came from a German girl. The year was 1963. Two years earlier India had invaded or liberated Goa after a long confrontation with Portugal's dictator, Antonio de Oliveira Salazar. As Maria Couto explains in her recent history of Goa, A Daughter's Story, it was the years of Indian blockade that laid the foundations of a new Goan way of money-making that you might say, taking an impossibly long view, killed Scarlett Keeling. Salazar was a defiant imperialist who determined that Goa would survive any shortages. Imports went far beyond local needs: potatoes and oranges from Europe replaced Indian sources, but there was also gold, watches and liquor, with the surplus smuggled to India. A French couple, replete with tattoos, wearing worn clothes, BO, and a girl of about six came and sat by us, burnt some charas, rolled a joint, and began to fumigate the vicinity. My friend, a Goan preparing to adopt a girl, was outraged at the couple's nonchalance in doing something so openly in Goa that would land them in jail in their own country, besides possibly placing their daughter under State care. I can't believe these guys, she spat. They should be whipped. And this Scarlette, she continued, how could her mother leave a 15-year-old girl by herself in this day and age, in an area known to be unsafe, known for drugs and raves and what not and go away on her travels? Would she do that in England? No. But this is Goa, right? So now the girl is dead. Scarlette Eden Keeling, flower-child of a flower-parent, is dead, after allegedly being on an extended trip of substance abuse, after allegedly being raped by a manager of a shack at Anjuna beach. Less than an hour's drive north of where I live, in Panjim, Anjuna was once the eastern extremity of Woodstock. Today, it is a tawdry zoo-market of veggie and chemical kundalini, Che T-shirts, Tibetan exileware, brownies and banana lassi by a coast denuded by theft of sand and encroachment of humanity in shacks, shacks and more shacks: legal, illegal, extra-legal. Unfettered rave parties take place on hilltops and valleys within everyone's hearing — even the administration and the police. At the Café Looda each Wednesday in season, world travellers with beatific smiles brought on by produce from Shiva's kitchen garden take photos of each other on mobiles, as they gyrate to mediocre psychedelic lounge music and fairly robust rock. And now the world has come to Goa to inspect this tiny, pretty state's seedy, seething underbelly, all because of Scarlette. Where the heck was the world all these years? Why the quiet till Scarlette? Perhaps, because for too long the world and Goa have mutually dressed each other in contraceptives of 'hip' and 'cool'. Perhaps for too long we have bought into an idea of Goa complete in delusion and denial that India's premier 'party state' all too readily offers us, and all too readily has learnt to prostitute. People call it many things. I call it Malaise de Goa. Goa, once Gomantak and Govepuri, and in the time of the ancients, Aparanta -- the land at the horizon -- is a charmed place. To come back home to Goa from travels is to ascend into calm. Walkabout in Panjim, I can greet familiar touch points from the grocer and pharmacist to the ageing grandee and elderly beggar. For days, there is little reason to speak; to hear birdsong is enough. Friends and family criss-cross Goa to be with each other, share a drink, meal, humour, care. Here, I learnt again about colour. After two decades in the Big City, here I learnt again to breathe. But even as I look upon Goa with the eyes of a lover, I experience violent disenchantment with it. It is difficult to deny a place that resembles a fading courtesan, desperate for coins; even, a Banana Republic with caricature dictators. This is a creaky paradise, a pilgrimage for Marquez. Nearly two years ago a restaurateur acquaintance of mine, an Indian and a longtime Goa resident, was killed at his home. He was first beaten up, and then his neck nearly severed. The whispers were soon about: land deal gone sour, dangerous business. There were also overtones of marital deal gone sour, dangerous business. Both happen. They still haven't found -- 'apprehended'? -- his killer. Family and friends were advised by the powers not to push investigation; even a flamboyant businessman who calls Goa home passed the word. Let it rest, he advised. Look to the future. In the four years I have called Goa home, this has happened quite a lot. Diplomats' children have turned up dead. So have sundry, evidently healthy tourists from all points of the globe. They have turned up dead in hotel rooms, beaches, crevices and forests, for reasons ranging from depression and drugs to pure mystery. Several names have simply disappeared, either AWOL in the subterranean afterlife of Goa, or 'disappeared', to use a euphemism for those forcibly taken out of circulation. As with Goa's

Mr. Gauns lamented that 2 years on, most of the recommendations of the one-man magisterial enquiry appointed by the Government remained unimplemented. Mr. P.D. Lotlikar, ex-Station Director, Doordarshan, recited a poem 'Vepari'. The poem powerfully pointed out that some forces are doing a business out of communalism, and called on citizens of Goa to resist these traders in misery. Jan Ugahi from Margao performed a dance and song showing the dangers of communal strife. A student from Guddemol (which was severely affected by the 2006 riots) performed a dance and then sang a song along with two of her friends. Poet Yusuf Sheikh, who also is the ex-Station Director of All India Radio presented his poem reflection disturbance on account of communal tensions, followed by a street play 'Ekchar' performed by the Sakhya Hari troupe from Savoi-Verem. Dressed in eye-catching costumes, the group enthralled the audience with its imaginatively choreographed performance. The play depicted the harmonious and multicultural ethos of Goa and showed how communal violence can disrupt the lives of residents, leaving misery in its wake. Dancing to the powerful, mesmeric beat of traditional drums, the troupe put up a performance that was highly appreciated by the sizable audience. Rang Mell from Kala Academy School of Drama, Kala Academy, also presented a skit on communal harmony directed by Padmashree Josalkar. Dr. Francisco Colaco sang a song 'Noman tuka Goa paying respects to Goa and its rich, varied culture, and above all its traditional harmony. Mr. Naved Muzawar recited his poem 'Mujhe koi Insaan Nazar Nahin Aata'. It was in the form of a lament to the Almighty that all around one sees only people of one or the other religion, but nobody subscribing to humanism. Children from Margaret Bosco Bal Sadan, Paliem, rendered in song a call for safety of all. The last item was a song composed and sung by poet Dadu Mandrekar. GOA, A former Portuguese colony on the western coast of India is one of the popular tourist destinations for foreigners during the tourist season. The small state ranks high as far as human development and per capital income in comparison to the rest of the country. The high level of per capital income is fuelled by its overseas Indians contributions, tourism industry and mining economy. But there is darker side to the human growth and a fall out of the tourism trade- Child labour, exploitation of migrant children and trafficking of human’s. Goa since the start of the 70s has attracted a large number of unskilled and semi-skilled workers from other states. The migration fuelled due to the non-availability of manual labor within the state. Further the developmental activity initiated in the State and the booming tourism business, continues to fuel demand for more labour from across the state borders. And that was not enough there is seasonal migration. With the onset of the every tourism season hordes of migrant labour force move into Goa from across the state borders from Karnataka and Maharashtra to do business on the beaches or work at the temporary seasonal shacks. One of the migrating tribal groups is the Lamani community, whose numbers have increased significantly ever since they first entered the state in the late 70’s. The children of the Lamanis’ are the high-risk group who are vulnerable to fall into the trap set by the different vice dens of the tourism trade. These children are sometimes not accompanied by their parents but come to Goa with relatives or with some close neighbors in search of employment in order to escape poverty and hunger. But there are agents or an organized racket, which exploits the children for commercial gains. Agents, who bring children and women into the state to make them work as domestic labourer. These underprivileged children are one of the identified groups who are vulnerable children in the context of child labour, child abuse and the commercial sexual exploitation. Who are trafficked into Goa for labour or sexual exploitation? Children trafficked into the state are for either domestic work or other forms of labour (including begging) or commercial sexual exploitation and become victims of abuse. Children likely to fall for the bait for a better life and exploitation by unscrupulous agents are from children abandoned by their families, children of prisoners, children whose parents are either alcoholics or substance abusers. The vulnerable group extends to children from broken homes, children who belong to single parent families or are born to unwed mothers, children living in areas affected by communal riots. And there are some child laborers who run away from home and have come here in search of work. Where they work The children are mainly employed in an unorganized sector, selling plastic bags, fish, vegetables or fruit in the markets, rag-picking, off-loading fish and vegetables from trucks that come to the main markets. Some find way to work as domestic workers, at construction sites, in garages, in shops as sales persons or helpers, in small hotels and restaurants, and shoeshine boys. On the beachside they can be seen selling peanuts, beer or handicrafts to tourists or as masseurs on the beach. In the construction activity they work as sand-sifters along the coast where sand is loaded for the construction business. They can also be found working on fishing trawlers. And they also entertain you as gymnasts performing different tricks to entertain passer and tourists in different cities and on the beaches to earn their lively hood. Some take to begging on the beaches either forced by their agents or their families to sustain themselves and their families. For majority of them school is a distant mirage, while some drop out of school as they think it is not a feasible option, others find it very difficult to cope with the formal system of education. The children are also vulnerable for exploitation by the pedophiles. Goa police needs to ask Scarletts mother Fiona Mackeown some tough questions on her appalling negligence and gross dereliction of duty in leaving her 15 year old minor girl Scarlett in Goa while she set off to tour Karnataka. Goas crumbling infrastructure and filthy beaches is no motivation for decent tourists to visit Goa and as a result of which the State is being visited by a class of tourists who are more of a nuisance value than a boon to Goas economy. By Jose Maria Miranda Herald March 13, 2008 Strange as it may seem that I could ever write in defence of politicians, one needs to admit, as I have recently pointed out, in these very columns, that we ourselves are largely responsible for the type of politicians and elected representatives that we have. Politics is today perhaps the most profitable profession in this country. It requires neither education nor merit, only some willingness to sell your conscience. And the better you are at the later, the more qualified you are for the job. And that is perhaps the reason why capable, upright and honest people rarely join politics. Like all of us, politicians too have their own weaknesses, which are often fuelled by us by placing unreasonable and unfair demands on them. Our easy going attitude, our reluctance in asserting ourselves, our servile and selfish behaviour have led us to the doors of the politicians, wasting hours and days, sometimes for the smallest jobs that could have been easily done by ourselves, without the need of any intermediaries. At the time of elections and even much before, we expect sumptuous meals from the, occasional or regular doles, payment for our vote and most of all donations for our clubs, youth groups and other associations. We assume that the politician knows where to recover this money from or that he would recover it anyway whet her their demands or expectations are met or not. Here the vicious circle starts. No doubt, there are selfless social workers and activists who spend much to their money on issues of public interest. But most politicians do not belong to this category of people. Frankly, I see no reason why a candidate should spend lavishly on his voters. On the contrary, in my humble view, it is the voters who should spend in getting a good candidate elected if we have the trust in the capabilities, sincerity, honesty and especially character, to work for us and for the State. There are many other issues where the politicians get battered mainly due to our demands, which are sometimes accompanied by lucrative financial offers. These are with regard to illegalities, conversion of land, parking spaces, increase in FSI, etc. One politician once publicly remarked that his voters expect him to support and even get illegalities sanctioned for them. We care a damn how these illegalities will affect the common man, the State's ecology and infrastructure or even put people's lives at risk, so long as our personal interests are served. 'Tum boro monis pun tum amchim kamam korcho nam' is the common refrain generally heard by good people who dare venture into politics. It is obvious that for most of us, 'amchim kamam' have priority over the interests of the State, of the Goans in general, the lives of the people and the character and integrity of the candidate. Our selfish attitudes lead us to vote for the most unwanted and detestable people, just because they have developed their constituency. We are totally unconcerned about the damage these very politicians have caused to Goa and Goans by their decisions and attitudes and the extent of corruption and illegal wealth they have amassed by selling Goa to outsiders. No doubt , we have in this State a few undesirable individuals as our representatives, a bunch of greedy and self-seeking individuals least concerned about Goa and Goans. But before we can blame the politicians for all the ills and evils in this State, we need to apportion part of the blame to ourselves especially for falling at their feet to get the wrong things done. Let us realize that we are largely responsible for the corruption and other sins of omission and commission we accuse the politicians of . Unless we change our mindset, stop being selfish and show regard and concern for others and for our State and for our future generations, it will not be fair to always complain about our elected representatives and their behaviour. They live in rent-back accommodation or even in cheap illegal guest houses. What they spend on drugs is tax free, too. That goes to the parallel economy that Dr.Nandkumar Kamat wrote in the NT this Monday [copies on most net groups yesterday]. Goa state does not get a share of the Visa money, only the white trash that Wendell spoke about, arrives on our shores. We have discussed this issue earlier on this list. But should Indians even care, and who are those that do concern themselves with such pronouncements in the media. Mario responds: Venantius, not to be picky, but one scientific poll is just a statistical snapshot of opinion, not necessarily a consensus. Properly designed and conducted and repeated consistently, it can track a statistical trend, may identify a consensus, and form a valid tool that can be used in decisionmaking. Should Indians care of what Americans think about it? Of course they should, because India has developed such a close working relationship with the US and its enormous economy where much of the demand for India's services and brain-power comes from. Indians should be delighted at their growing popularity in the US because it shows a reciprocation - similar polls have shown that the US is more popular in India than in many other countries. We do not berate the US (and certainly not publicly) on anything. Mario responds: The communists who are part of the ruling coalition in India are constantly berating the US publicly. The Indian government has no plausible reason to do so. I'm sure they communicate on all matters of interest. India is following the US lead primarily in freeing up its economy from the millstone of extreme socialism to the benefit of both countries. India offers the US a huge potential market for its own mature economy and the slower growth in its traditional mature foreign markets. A closer working relation ship is a win-win situation for both. The reason that Indians have been so successful within the highly competitive US economy is because of the natural affinity of most Indians for a free economy, where producing results and personal achievements speak louder than anything else. You must have noticed by now that Indians are very competitive and successful in the US and consequently there is growing respect for India and Indians. As a reflection of this, when I meet a Caucasian American for the first time today, within five minutes he or she are trying to impress ME with the other Indians they know - who are invariably a respected doctor or engineer, a top student or brilliant professor, an IT professional, a small or large businessman or woman, more recently a Catholic priest or a nun, etc., etc., etc. Quite a change from 37 years ago when the conversation tended towards the weather and snake charmers and elephants and tigers. India and the US have a lot in common as far as being two beacons of freedom and diversity and tolerance for the most part, with growing economic ties based on common interests and needs and a shared opposition to Islamist fascism which has targeted India since its inception. India has survived 50 wasted years of mindless Fabian socialism and pecksniffian political philosophies during its formative years, which resulted in a massive brain drain that benefited the US tremendously. Now, with the heavy yoke of socialism partially lifted, India is demonstrating the economic growth that it was always capable of, and the US has taken due note, believe me. Reflecting the growing affinity, President Bush offered India a nuclear arrangement that would considerably enhance India's capabilities in nuclear generated electric power. Guess who is standing in the way - the same communists who were substantially responsible for India's economic malaise before Manmohan Singh began the process of liberalization - India's euphemism for shedding extreme socialism. But despite such acts of belligerence and a fascinating insult to itself,they still love the Chinese.
