Yes we had the same thing on our server last night, only it was with most
unlockables. I could equip my heavy and medic ones but pyro unlockables
wouldn't add to my loadout. I had a few people that had similar problem.

When you put mp_tournament in the .cfg did you reboot the server
afterwards or just change the map? In my experience using tournament mode
it generally takes a server reboot in order for it to work correctly.
