It's because of the major design flaw in the MvM matchmaking system. From what Valve has said, MvM matchmaking won't put people in an empty server, even if it's a 6-person party. That's why we have so many empty servers and 10,000 people in matchmaking queue with a wait time of 30 minutes. On
