Yep, unfortunately it will do that on most of the consumer hardware. The best solution is to set Steam's setting for your connection lower, which won't flood the connection quite so much, and allow you to get a full refresh, or set your modem to bridge mode and get a good router to handle the

It seems that someone, not valve, is delisting most of the west coast making it so our servers do not show in any list except in favorites. This is severely hurting our population and forcing users to find servers elsewhere. Whoever is doing this doesnt want people joining servers on the west

I don't trust those lists, because I've noticed that our servers have reported clients in-game, when in fact, they have not been in game. It's all part of a refresh problem I'm going to guess. I once tested the problem by kicking one of our guys who had been idleing in spectate. I check the list
