I noticed my internet connection drops (Web browsing only, really) whenever
I start L4D2 (or the Steam group server refresh), I knew there was something
up with it, but cbf investigating.
It is -really- annoying though. Modem model is Billion 404VGP-M

Yep, unfortunately it will do that on most of the consumer hardware. The
best solution is to set Steam's setting for your connection lower, which
won't flood the connection quite so much, and allow you to get a full
refresh, or set your modem to bridge mode and get a good router to handle

Unfortunately, yep. I always check my rate in game anyway because steam
always messes it up. :)

It seems that someone, not valve, is delisting most of the west coast making
it so our servers do not show in any list except in favorites. This is
severely hurting our population and forcing users to find servers elsewhere.
Whoever is doing this doesnt want people joining servers on the west
I believe there's a sourcemod plugin which runs the `heartbeat` command
every XX seconds (as preset by a command).
Might wanna try using that in the meantime.

actually do what you are claiming. Are you certain that you are being
blacklisted? You may just be having problems with your connection to the
master servers.

I am positive, there are barely any servers on the west coast. The heartbeat
is a work around but whoever is doing it, is sending the packets so fast
that its almost impossible to combat it.

IMHO, Don'tWannaName knows what he is talking about as he is an experienced
server operator; it is probably not down to his servers not connecting to
the master or heartbeating.

It wouldn't take much to delist every single West Coast server, I'm sure it
would be more than possible to do it with a simple 10mbit box. For instance
at one point I was able to view my server in the server browser just fine,
