I use different DATACLAS for HSM tapes from other tapes to assign a
smaller virtual volume size.
HSM Mig & Backup tapes use a DATACLAS that gives tapes a maximum size
of 1,000 MB, other tapes get 6,000 MB

I still like tape.
No B37 abends. No waiting for recalls from HSM and reduces the need for HSM
recycling.
As long as only 1 open is required at a time and no one needs to
browse/edit the dataset, I don't see any reason to store large sequential
datasets on DASD.

Virtual tapes should be used for most large sequential datasets.
Only exceptions are datasets that are required to be read by multiple
subsequent jobs at the same time.
No B37 ABENDs ever, lower cost and much more easily recovered if something
gets "accidently" deleted.

Then run utility program CTSSYNC, first with

What hardware was the tape written to? What other settings are in place on
that hardware?
For instance, if it was written to a TS7700, then you need to also check

OUTDATASET(xxx..) is not a valid parameter to HSEND QUERY.
Even in a TSO in batch job, the output will be returned to your TSO screen
and not sent to the SYSTSPRT DD.

I have both PROD and DR libraries defined in the Storage Group.
When running in PROD, the PROD library is selected ( as its the only one
with physical Ficon connection) then if we run in DR, then the DR library
HSM will select partially full tapes for output if there are any. If there
aren't any, then it will ask for a scratch volume.
To get a list of partially full tapes, use HSEND LIST TTOC SELECT(NOTFULL)
ODS('output.dsn')
Issuing HSEND DELVOL BACKUP(MARKFULL) or HSEND DELVOL MIGRATION(MARKFULL)

The management class definition within the management interface allows you
to select scratch mount candidates as well as selecting which clusters will
hold the logical volume once it has been closed.
The 2 options don't necessarily have to point to the same clusters.

Smaller volumes increase the chance that a volume will become totally
empty, rather than just drop below the recycle threshold.
