It is reading better in the message list in outlook 2010 however there is a problem still. Steps to reproduce are below: 1 open outlook2010. 2 go to rules 3 go to manage rules and alerts 4 press enter on new rule. 5 it will come up with choose a template that is where Jaws doesn't read that

They don't conflict with JAWS. And it's part of the forum code. Don't know what kind of forums you are on but on the PHB (or whatever it's called) stuff, you can disable smilies from showing up as icons when they are encountered, but that's not really what you are talking about, I don't think.
