I seem to have a lot of problems with the Media Gallery!
I have just added 32 photos to 32 individuals. Now for 31 of them clicking on
the Media Gallery icon in an individual's toolbar displays the gallery as
expected.
For the other one, nothing appears in the Media Gallery. But the picture is
is Report, Books and Other, Relationships
Legacy 9, Reports menu, Other Reports select Relationships from dropdown menu

It would need to be the "primary" relationship as shown on the Family view
screen, not any of the others shown in the Relationship Calculator.
By "form" the list I mean by focus
when you open it, move up to "all" or look down the list for items with asterisks. They're the ones with media attached.

I have generated census lists for all the censuses appropriate to my people.
And I can give them a hashtag such as '1911_check' to indicate that I should
check the census in 1911 for that individual. Of course some individuals get
more than one hashtag.

In fact I use all 4 of those fields for another purpose, since I don't know a
way to add a field for a purpose that Legacy didn't anticipate. Other programs
