About a month ago my windshield wipers went dead driving to
Canada...temp about 5F, wind speed of 30 plus mph and blowing snow
had to drive about 10 miles to find cover from the wind in back of a
truck stop ...checking the fuse and it was not blown, taking the
fuse out, showed small pit

For the last two weeks my right front headlight has had a poltergeist.
Sometimes when I turn on the headlights, the little warning light comes
on telling me that a light is out. When I look at the headlight it is
noticeably dimmer than the other. HOWEVER, just as often, the
headlights are fine
Hopefully it's just the socket for the bulb -- take the bulb out and
take a look. They tend to corrode, and a bad connection will cause low
current flow (and a melted socket from the extra resistance, alas).
The bulb can also be going bad, and this will cause the problem as well.
