Yeah, well, not all FM's are created equal. It's very common to see 'CREATE OBJECT' in documentation, Oracle or otherwise. I usually use 'CREATE OR REPLACE OBJECT' on objects that allow it, but that's just my preference. As for the ORA-3113, sounds like a bug. The 3113 is a generic error.
