You mean for every route I am going to request I first need to look in
detail what areas I am going to traverse? That is not so bad when it is on
country level, but it is a pain when it goes down to smaller regions.

There are good argument for both approaches.
My proposal to OSMAnd is to supply the state-wide maps after the first of
each month, and the splitted ones around the 15th of each month.
That would satisfy both groups, split the server load, and finally produce
more up-to-date maps.

Not only Germany has been split into regions, but most of Europe.
Bundesländer and such maps aren't current any more.
So, instead of looking after the 13 countries I have loaded in my Osmand+,
I now have to search for and manually update 207 () regional maps!
I think the process of finding the right map to download/activate a map
needs to be improved, example:

And often it happens, when I am on a area with no map, a long tap does *not*
offer the menu for download.
This should also be improved.

It surely is necessary as the files are getting too big, so possibly the
developers need to reduce the load on their servers by enabling users to
download the smaller regional files only. There were times where is wasn't
possible to download those 600MB files trough OsmAnd. Possibly overloaded
I suppose they reconsidered, as the state-maps have been updated meanwhile.
Now it seems we have the choice which I really like.

Regierungsbezirke instead of having to store the complete State-map:
