Since 1980, during the Carter Administration, America’s K-12 education
system has come under increasing control by the dictates of the federal
Department of Education (DOE) with failing results, taxing states and
filtering the money through Washington to

return a portion of it back to the states. In 2002, the Bush
Administration approved the No Child Left Behind (NCLB) Act creating
punishing amounts of federal paperwork and bureaucracy for local schools,
requiring a $1B grant in special funding to help state and local
education systems comply. In 2015 Congress enacted new legislation, Every
Student Succeeds Act (ESSA), to allegedly overcome the NCLB federal
intervention. The Heritage Foundation’s Lindsey Burke says,
“
ESSA does not accomplish these critical policy priorities” to reduce
the interference and excessive hours of standardized testing time. The
2016 DOE budget is $70.7B excluding a Presidential request for an
additional $75B

mandatory funding over ten years for Pre-K education.
What is America getting for federally-funded interference in education?
The US spends over

23.2% of per capita income on its students each year, 9% more than
Singapore while over 26 other countries

that spend less outscore US students. Charles Murray says that even
after substantial resources were dedicated to assist minorities over a 10
year period, SAT scores have indeed dropped for Amerindians ( -28%),
Latinos (-26%), Blacks (-14%) and Whites (-6%) while

substantially increasing for Asians (+54).
Of 64 countries in the International Student Assessment,

the U.S. ranks 35th in math and
27th
 in science. Singapore spends almost half of what the U.S. spends in
primary education and about 70% on secondary education while
internationally

scoring first in math and second in science. Ironically, while more
than 1.7M students are now homeschooled, the National Center for
Educational Statistics does not produce statistics on the likely
difference in achievement between homeschooled students and public
education students.
Students in institutional schools are measured repeatedly, however. A
typical student takes 112 mandated standardized tests between pre-K
classes and 12th grade; by contrast, most countries that outperform the
U.S. on international exams test students three times

during their entire school careers.
In spite so much testing and measuring, the standards are being
manipulated to enhance the illusion of improving student performance. The
modern thinking appears to be that "everyone must be a winner."
A variation of this is “average is over,” a perverse twist on economist
Tyler Cowen’s thesis. In K-12, only children with extremely low I.Q.’s,
juvenile delinquents or truants receive average grades, and rarely do
students receive D’s or
F‘s.

passed along with C grades regardless of performance. Piereson &
Riley note that the Department of Education released data showing that
from 1990-2000 high school graduate GPAs rose a third of a point and one
public school district in northern California altered student grading so
that students scoring above 80% received A’s and students below 20% were
given
F’s.

K-12 Education’s Left Liberal Orthodoxy
In the past 30 years, the Department of Education
has exerted an increasing influence on K-12 education. K-12 teachers,
overwhelmingly if not exclusively, are the products of schools of
education whose influence is largely left-leaning and their teachings
politicized. David Labaree, Professor in Stanford’s Graduate School of
Education has states that “education schools are solidly in the
progressive camp
ideologically.”
3 Stotsky concludes that K-12 English classes have increasingly
become ersatz social studies classes with biased content taught by
moralizing pedagogues

who are untrained in either history or social science. Teachers
Unions maintain a strangle hold on local school districts and principals’
ability to terminate ineffective teachers.
In 2000 Clinton created the National Education Standards and Improvement
Council for teaching American history. None of the 31 standards mentions
the U.S. Constitution; the National Standards Advance Placement history
exam
 also politicized American history in a highly progressive manner.
Revisionist history books represent the horrors of the American
revolutionists and their colonial oppression. No period of American
history is being celebrated; instead the historians have apologetically
presented our forefathers as war mongers and racists. We foresee the day
when the Constitution will be burned in effigy because so many authors
were slave owners. Science exists in a sustainability vacuum where
climate change is presented as gospel in place of the scientific truths
of the elective courses in Physics. States have banned classic literature
for its

With regard to the Cato Institute's 2009 statistics, I would suggest that
the odds of being killed or wounded are far greater today than they were in
2009.

The idea that we want to allow for individuals who are not necessarily
inclined to acclimate into our culture; and with ISIS announcing that they
intend on infiltrating these refugees that the Obama Administration has
agreed to accept;  then yes, I think Donald Trump Junior's meme was right
on point and a good one!

One of Republican presidential nominee Donald Trump’s talking points in his
campaign has that he wants to protect our borders. He wants to secure the
American people from the dangers of illegal immigration and strengthen
those borders by building a wall

However, it seems that President Barack Obama wanted to do one lasting
thing before leaving office, so he gifted Mexico $75 million … to help the
Mexicans build a wall to improve their border security.

According to a Financial Times story cited by Newsmax
,
Mexico wanted to stop people from Central American countries like Guatemala
from entering their country via its southern border.

A reported 175,000 Central Americans were deported from Mexico
 last year,
and this year that number has gotten close to 100,000 already.

The money went to equipment and training to help Mexico secure its border
to the south. Ultimately, Obama’s thinking went, this will help America
because it will stop Central Americans from winding up at America’s
doorstep via Mexico.

Cue the collective “What the … ?” from all over the country.

Democrats do not want any walls built. Republicans want a wall on the
northern border of Mexico
 — you know,
the one actually bordering America.

Their southern border is Mexico’s problem, one that perhaps the U.S. should
be willing to discuss with Mexico … after they agree to pay for Trump’s
wall.

Republicans and Democrats haven’t agreed on much lately, but they can agree
that not only is this idea ridiculous … it is hypocrisy at its finest.

Over the course of a 5,000 word diatribe, he bragged about his many failures
“successes,” complained about his political opponents, recognized that
capitalism is the reason the world has come as far as it has, before
arguing for an *end* to free markets, cheered the fall of communism, before
calling for *more* socialism, and argued for greater freedom before saying
that we must all give up some of our freedoms for the betterment of the
world

achieved with the help of international institutions like the U.N. In his
remarks, Obama said “powerful nations” like the United States will have to
accept constraints and give up some of their freedom. *

for this belief, but that he remains convinced he is right. Obama also
stated that, while countries will have to accept some limits on their
freedom, they should not give up the right to defend themselves.

To call it a “paradoxical” speech would be too kind. It was schizophrenic,
full of blind idealism that ignored reality and the laws of physics. This
speech, perhaps better than any before, perfectly epitomizes the
foolishness, thoughtlessness, and sheer ignorance that is the Obama era of
American politics.

Obama apparently lives in.

FBI  Director Comey is a director and board member of HSBC,  which is
tightly connected to the Clinton Foundation. “Mr. Comey’s  appointment is
an initial three-year term which, subject to re-election by  shareholders,
will expire at the conclusion of the 2016 Annual General  Meeting.”

The  Clinton foundation received up to $81m from clients of controversial
HSBC  bank. This is the same HSBC that was accused of laundering drug
cartel  money, was heavily involved in the LIBOR scandal, and who knows
what else,  and all while our esteemed FBI Director James “she didn’t
intend it”  Comey  was part of the senior leadership.

*MORE:  20 years ago James Comey as an attorney on the Senate Whitewater
Investigation was looking into the conduct of President Bill Clinton and
first lady* *Hillary Clinton*.

The  investigation was to determine whether Bill Clinton used his
political  position as governor of Arkansas (in the 1980s) to push through
an illegal  loan to benefit Bill and Hillary's business partner in
Whitewater. Several  people involved in Whitewater went to jail, but no
criminal prosecution was  in the cards for Bill and Hillary. Remember,
James Comey was the Deputy Special Counsel for the Whitewater
investigation.

MORE:   Regarding all those last minute Bill Clinton pardons as he was
leaving the  White House... The list was supposed to be given to Congress
for approval  well ahead of Bill's last day.  Among the many questionable
pardons was  billionaire Marc Rich (who traded illegally with America's
enemies including  Iran).  The whole deal reeked of impropriety after
learning that Rich's  wife donated $450,000 to the Clinton Library.

Again,  James Comey oversaw investigations of the pardon matters as well.
Unbelievably he did not recommend charging Clinton in any of these matters.

MORE:   A few days ago, as we all know, Lynch met with Bill Clinton,
privately, on  her private government jet. This meeting was a few days
before the FBI interviewed Hillary and a few days before today's
announcement.

Oh,  and by the way, neither Lynch nor Clinton flew into Phoenix on the
plane  used for their meeting.  Apparently it was placed out of the way on
the  tarmac for the meeting.  Bill said it was a chance meeting because he
was there to play golf.  The temperature was 110 degrees.

Shortly  after the meeting, FBI Director Comey released his decision not to
press  charges on Hillary.  *AND, in an unprecedented move, he  imposed a
gag order on all the agents involved with the Hillary email  investigation.*
Suspicious?  You bet!

After  this meeting, Lynch said something that no U.S. Attorney has ever
said. She  first apologized and said she should not have met him (obviously
an apology  based on her being caught, not apologizing for the actual
action). She then states something U.S. Attorneys do not state. She stated
her office will be  guided by whatever commendation the FBI gives them.



Why  was this statement ridiculous? She is the head of the U.S. Justice
Department. The FBI is a sub unit of DOJ. She is the top boss,  not Comey
and not the FBI. Her office decides to prosecute or not, NOT  the FBI.

*SUMMATION:*   So,  we have Lynch, previously appointed by Bill Clinton,
and formerly an  employee of the law firm that is connected to Hillary's
email scandal, in  charge of the investigation into Hillary's email
scandal, with the lead  investigative agency led by a man who twice
investigated the Clintons and  both times found them not guilty of wrong
doing, also appointed by the  current U.S. President, who appointed Lynch,
who is Comey's boss? And Comey  and Lynch have known each other for decades
as well...MOVE ON, NOTHING NEW  HERE

*The New York Daily News*: Donald Trump supported by former KKK leader
David Duke: 'I hope he does everything we hope he will do’


*The Daily News* gasped:

Donald Trump's been knighted by racist David Duke.

The former grand wizard of the Knights of the Ku Klux Klan told his bigoted
followers that not voting for Trump would be “treason to your heritage” and
implored them to volunteer for the billionaire candidate because they would
find like-minded haters in the campaign.”

Then there was *USA Today*: Former Ku Klux Klan leader declares support for
Donald Trump


The paper then wrote in breathless style:

Donald Trump once said he’s “the least racist person there is.”

Even so, multiple white nationalists have found appeal in Trump’s message
and have aligned their support with the presidential candidate.

The latest is David Duke, a former Ku Klux Klan grand wizard, who called
for listeners of his radio show to support Trump and volunteer for his
campaign.

‘Go in there, you’re gonna meet people who are going to have the same kind
of mindset that you have,’ Duke said Wednesday on the David Duke Radio
Program, as first reported by Buzzfeed.

Duke reasoned that ‘voting against Donald Trump at this point is really
treason to your heritage.’

And so it went in the mainstream media universe, Trump’s rejection of Duke
irrelevant to their stories.

Did Trump stumble in that now-famous CNN Jake Tapper interview when asked
about Duke? Yes. But he not only corrected the next day, as documented here
by McClatchy

he
was well on record speaking out against Duke not only before the Tapper
interview but as long ago as the early 1990’s. Wrote McClatchy’s reporter,
with bold print for emphasis supplied by me:

Trump eagerly denounced Duke on more than one occasion decades ago,
according to Factcheck.org
.

In 2000, Trump told NBC’s “Today” that he wouldn’t seek the Reform Party
nomination because he said the party was “self-destructing.”

Matt LAUER: “When you say the party is self-destructing, what do you see as
the biggest problem with the Reform Party right now?”

Trump: “Well, you’ve got David Duke just joined – a bigot, a racist, a
problem. I mean, this is not exactly the people you want in your party.”

The New York Times also reported at the time that Trump issued a news
release referring to Duke as “a Klansman” and not the “company I wish to
keep.”

Trump also spoke out against Duke in 1991 – three days after Duke lost a
race for governor in Louisiana.

CNN’s Larry KING: “Did the David Duke thing bother you? Fifty-five percent
of the whites in Louisiana voted for him.”

Trump: “I hate seeing what it represents, but I guess it just shows there’s
a lot of hostility in this country. There’s a tremendous amount of
hostility in the United States.”

So with all this attention to Trump on David Duke, surely you read the news
about John Bachtell, right? He endorsed Hillary and the headlines were
everywhere. Oh, wait, sorry. Mr. Bachtell’s Hillary endorsement was
apparently not newsy enough to make the mainstream media headlines.
Curious, yes? If the endorsement of Trump by the ex-head of the Ku Klux
Klan is big news, one would expect a Hillary endorsement by the head of the
Communist Party USA would be a big deal as well.

That’s right. Hillary-supporter Bachtell is, as seen here
, the very proud “national chair of
the Communist Party USA.” That’s right, Mr. Bachtell is a literal
card-carrying Communist. You recall the Communists, yes? The folks who
produced Stalin and Mao? The advocates of a political philosophy that is
described in The Black Book of Communism as being responsible  for “between
85 million and 100 million” deaths? in “the most colossal case of political
carnage in history.” Ring a bell? The Soviet Union? The Cold War? The Iron
Curtain? Korea? Vietnam? The Khmer Rouge? Come on, you remember.

Apparently the mainstream media does not remember what Mr. Bachtell’s
Communist Party represents — or maybe it’s something else. Maybe, just
maybe, the media doesn’t care about Hillary receiving the Communist Party
chairman’s endorsement because, well, if you’re a lefty to begin with
there’s nothing seen as out of the ordinary much less wrong with this.

Some time ago, the invaluable Patrick Poole
 coined the term “known
wolf,” sharply shredding the conventional Washington wisdom that “lone
wolf” terrorism is a major domestic threat.

Pat has tracked the phenomenon for years, right up to the jihadist attacks
this weekend in both the New York metropolitan area and St. Cloud,
Minnesota.

*Virtually every time* a terror attack has occurred, the actor initially
portrayed as a solo plotter lurking under the government’s radar turns out
to be -- after not much digging – an *already* *known* (sometimes even,
notorious) *Islamic extremist*.

As amply demonstrated by Poole’s reporting, catalogued here

by PJ Media,* "lone wolves" --virtually every single one -- end up having
actually had extensive connections to other Islamic extremists, radical
mosques, and (on not rare occasions) jihadist training facilities*.

The overarching point I have been trying to make is fortified by Pat’s
factual reporting. It is this: *There are, and can be, no lone wolves.*

The very concept is inane, and only stems from a *willfully blind* aversion
to the ideological foundation of jihadist terror:* Islamic supremacism*.

The global, scripturally rooted movement to impose sharia -- in the West,
to incrementally supersede our culture of reason, liberty, and equality
with the repressive, discriminatory norms of classical Islamic law -- is a
pack. The wolves are members of the pack, and that’s why they are the
antithesis of “lone” actors. And, indeed, they always turn out to be
“known” precisely because their association with the pack, with components
of the global movement, is what *ought* to have alerted us to the danger
they portended *before* *they struck*.

This is *willful* blindness, because of the restrictions we have
gratuitously imposed on ourselves.

The U.S. government refuses to acknowledge the ideology that drives the
movement until after some violent action is either too imminent to be
ignored or, sadly more often, until after the Islamic supremacist has acted
out the savagery his ideology commands.

The U.S. government consciously avoids the ideology because it is rooted in
a fundamentalist, literalist interpretation of Islam. Though it is but one
of many ways to construe that religion, the remorseless fact is that *it is
a mainstream construction*, adhered to by tens of millions of Muslims and
supported by *centuries* of scholarship.

I say “the U.S. government” is at fault here because, contrary to
Republican campaign rhetoric that is apparently seized by amnesia, this is
not merely an Obama administration dereliction -- however much the
president and his former secretary of State (and would-be successor)
Hillary Clinton have exacerbated the problem.

Since the World Trade Center was bombed in 1993, the bipartisan Beltway
cognoscenti have “reasoned” (a euphemism for “reckless self-delusion”) that
conceding the Islamic doctrinal roots of jihadist terror -- which would
implicitly concede the vast Islamist (sharia-supremacist) support system
without which the global jihadist onslaught would be impossible -- is
impractical.

*But how could acknowledging the truth be impractical? *

Especially given that national security hinges on an *accurate* assessment
of threats?

Bipartisan Washington “reasons” that telling the truth would portray the
United States as “at war with Islam.” To be blunt, this conventional wisdom
can only be described as sheer idiocy.

We know that tens of millions of Muslims worldwide, and what appears to be
a preponderance (though perhaps a diminishing one) of Muslims in the West,
reject Islamic supremacism and its sharia-encroachment agenda. We know
that, by a large percentage, Muslims are the most common victims of
jihadist terror. We know that Muslim reformers are courageously working to
undermine and reinterpret the scriptural roots of Islamic supremacism -- a
crucial battle our default from makes far more difficult for them to win.
We know that Muslims, particularly those assimilated into the West, have
been working with our law enforcement, military, and intelligence agencies
for decades to gather intelligence, infiltrate jihadist cells, thwart
jihadist attacks, and fight jihadist militias.

None of *those* Muslims -- *who are not only our allies, but are in fact *
*us* -- believes that America is at war with Islam.

So why does Washington base crucial, life-and-death policy on nonsense?

especially in lieu of his subsequent outreach efforts to proven Muslim
Brotherhood outfits.

Johnson worked for a law firm that represented the Guantanamo Bay detainees
- very vigorously

Paul, Weiss, Rifkind, Wharton & Garrison attorneys went so far as to
smuggle in materials to the detainees.  "If I'd gotten caught passing war
news to detainees," one former DOD official said, "my security clearance
would have been pulled."*

This week has seen the release of many incriminating documents

from the Democratic National Convention (DNC), via Wikileaks' so-called
"Guccifer 2.0."  The authenticity of these documents is in some question,
as they passed through the hands of an outfit which has alleged Russian
ties.  Hackers are in the business of violating people's expectations of
privacy in unethical ways, and the interests of foreign powers are not
necessarily aligned with the interests of the United States.  We cannot be
sure that the hackers are ethical enough to pass the documents on
unaltered, in other words, nor that the release of the documents is not
chiefly aimed at some hostile foreign nation's ends.  Thus, we have to
analyze all of these documents with some care.

By the same token, however, it is worth analyzing these documents with that
care.  America was founded with a system of checks and balances intended to
prevent one branch of government from becoming too powerful.  That was true
both within the Federal government, where the three branches are balanced
against each other, and between the Federal government and the states.
Those systems of checks and balances have become increasingly compromised
by unethical behavior within the Federal government, such as the IRS
scandal.  It has been further compromised by the increased centralization
of power that has tipped the balance away from the states and toward the
central, Federal, government.  We are less likely to see our own system
performing adequately to check centralized power, and thus might consider
external checks such as that provided by a foreign power with opposing
interests to our administration's.

Likewise, credibility is the currency of "special war
" -
including information warfare of the type the Russians are using here.  If
their outlets are not credible, they will be less effective.  We must
always check to see whether they are trying to slip one past us, of
course.  On the other hand, they have an interest in providing damaging
information that is accurate and that will be found credible on
investigation.  We can't skip the investigation, but there is a *prima
facie* reason to take the charges seriously pending an investigation.

In terms of the Counterjihad movement, the corruption of the American
administration creates
several problems.  If high posts are for sale, they might not be occupied
by the best people.  Worse, though, they might be *bought* by the *wrong*
people.  The sale of high offices allows a means of influence on our
government that is not accountable to the people, especially given that it
was handled secretly - and by a political party, not a formal branch of
government.

For example, consider the case of Department of Homeland Security czar Jeh
Johnson.  Johnson is a career public servant.  Yet he was able to come up
with over half a million dollars in cash
to donate to the
DNC - and then "feigned disbelief" when he got the job of leading the
Homeland Security agency
.

How has he used this post?  Oddly enough, we were just talking about that the
other day
.
Johnson decided to appear at the conference of a known Muslim Brotherhood
front organization, while "fully aware" of its terrorist ties.

When Allo was announced at Google’s I/O conference earlier this year
,
the messaging app was presented as a step forward for privacy. Alongside
the end-to-end-encrypted Incognito Mode, the Allo team talked about bold
new message retention practices, storing messages only transiently rather
than indefinitely.

But with the release of the app today, Google is backing off on some of
those features.

The version of Allo rolling out today

will store all non-incognito messages by default — a clear change from Google’s
earlier statements

that the app would only store messages transiently and in non-identifiable
form. The records will now persist until the user actively deletes them,
giving Google default access to a full history of conversations in the app.
Users can also avoid the logging by using Allo’s Incognito Mode, which is
still fully end-to-end encrypted and unchanged from the initial
announcement.

A change to improve the Allo assistant

Like Hangouts and Gmail, Allo messages will still be encrypted between the
device and Google servers, and stored on servers using encryption that
leaves the messages accessible to Google’s algorithms.

According to Google, the change was made to improve Allo's smart reply
feature, which generates suggested responses to a given conversation. Like
most machine learning systems, the smart replies work better with more
data. As the Allo team tested those replies, they decided the performance
boost from permanently stored messages was worth giving up privacy benefits
of transient storage.

The decision will also have significant consequences for law enforcement
access to Allo messages. By default, Allo messages will now be accessible
to lawful requests, similar to message data in Gmail and Hangouts and location
data collected by Android
.
In the past, Google legal officers have stated that subpoenas are not
sufficient to obtain that information
,
stating "we believe a warrant is required by the Fourth Amendment to the
U.S. Constitution" for access to private information in a Google account.

The messages might not be there if the user had previously deleted them, or
if the conversations took place in Incognito Mode — but in most cases, they
will be. That leaves Google with much less danger of the kind of legal
showdown Apple faced in San Bernardino

and WhatsApp currently faces in Brazil

Of course Obamacare was designed to fail. The system is built on lies. It
is a Trojan horse for a total government takeover of health care in the
United States.

In an op-ed in The Hill

Jeffrey I. Barke, M.D., who practices family medicine in Newport Beach,
Calif., examines the issue. He writes:

  As ObamaCare’s troubles mount, I’ve heard my patients and my peers in
healthcare ask: How could the law’s authors not have seen this coming? For
my part, I think a different question needs to be asked: What if they did?
What if ObamaCare was purposely designed to fail?

  Every day, it seems like there are a dozen new headlines about the crisis
facing ObamaCare. Premiums are rising faster than ever. Meanwhile, health
insurance companies are abandoning the law’s exchanges left and right,
unable to compete in the top-down, regulation-driven environment created by
the law. Less than three years into its implementation, the law has never
looked so precarious.

  This vindicates the critics who have predicted these outcomes for years.
They were laughed out of the room when they said the law would enter into a
“death spiral,” but now that looks like an inevitability. Even the law’s
most ardent defenders — including its namesake, President Obama — are
calling for serious reforms to stop the law from imploding. Inevitably, the
solutions they demand are more regulation, more government, more top-down
control of Americans’ health care.

  Then again, that may have always been the plan. It now seems to me that
ObamaCare’s creators weren’t blind to what they were doing — they were
playing a long game that is just now coming to fruition.

Dr. Barke is late to the party but he’s definitely welcome to grab a beer,
sit down on a comfortable couch, and stick around.

The evidence has been around since before Barack Obama became president.

Yale University political science professor Jacob Hacker, known as the
“father of the public option” admitted at a Tides Foundation event in 2008
that Obamacare would lead to a single-payer health care system.



Hacker said:

  Someone once said to me, ‘Well, this is a Trojan horse for single payer.’
Well, it’s not a Trojan horse, right? It’s just right there! I’m telling
you, we’re going to get there over time, slowly, but we’ll move away from
reliance on employment based health insurance as we should. But we’re going
to do it in a way that we’re not going to frighten people into thinking
that they’re going to lose their private insurance.

Senate Minority Leader Harry Reid (D-Nev.) has admitted Obamacare was
designed to fail in order to clear the way for a single-payer system.

Capital Research Center alumnus David Hogberg says more or less the same
thing.

Obamacare is in a death spiral, Hogberg says. “A death spiral occurs when
not enough young and healthy people sign up for health insurance. Thanks to
Obamacare’s design, a death spiral is inevitable.”

The above is only a tiny portion of the evidence available, by the way.

So of course Obamacare was designed to fail. It’s a gigantic con job. It
was drawn up in such a way that it would eventually collapse thus
theoretically clearing the way for single-payer.

WASHINGTON On the heels of Islamist terror attacks in the homeland this
past weekend, House Homeland Security Committee Chairman Michael McCaul
(R-TX) today unveiled his counterterrorism strategy, entitled A National
Strategy to Win the War Against Islamist Terror. Chairman McCaul’s
nonpartisan strategy contains over 100 policy ideas, recommendations, and
principles for fighting terrorism.

The ideas put forward in the McCaul strategy were developed in consultation
with an array of national security experts on both sides of the aisle. They
are not “Republican” or “Democrat” ideas, but rather common-sense solutions
for better protecting Americans.

Chairman McCaul: “As radical Islamist terror continues to sweep the globe,
it has become clear that we are not winning the overall fight against it.
There are now more terrorist foot soldiers and safe havens than any time in
modern history, and our enemies have alarming momentum. They are reaching
deep into the heart of the Western world—including our own communities—to
spread their hateful ideology and perpetrate violent acts. Just this
weekend we saw again that our homeland remains a terrorist target, and they
have attacked our allies in places like Paris, Brussels, Nice, and beyond.
Yet in recent years our strategy and policies have failed to roll back the
threat, let alone contain it. That is why I’ve produced a new, national
counterterrorism strategy aimed at reversing the tide of terror and
protecting our great nation. The eyes of the world are now upon us, and
American leadership is needed to defeat this evil. My plan is a
guidepost—for Congress and the next president—to do what is needed to win
this generational struggle.”Overview of the Strategy

The McCaul strategy contains 100+ policy ideas and principles for fighting
terrorism. Some are new, while others are abandoned policies we need to
revive in order to protect America and its interests overseas against the
surging terror threat.

The document is built around clear objectives: defend the homeland, defeat
terrorists, and deny extremists the opportunity to re-emerge. It presents
nine counterterrorism priorities, or “means,” needed to achieve the “ends”
described above, including:

1.  Thwart attacks and protect our communities

2.  Stop recruitment and radicalization at home

3.  Keep terrorists out of America

4.  Take the fight to the enemy

5.  Combat terrorist travel and cut off financial resources

6.  Deny jihadists access to weapons of mass destruction

7.  Block terrorists from returning to the battlefield

8.  Prevent the emergence of new networks and safe havens

9.  Win the battle of ideas

This counterterrorism strategy is different than those that came before it.
President Bush released a strategy for combating terrorism in 2003, and
President Obama released one in 2011. Both are now outdated.

· This strategy is written to keep pace with an evolving enemy. It
proposes ways to fight terrorist propaganda online; counter homegrown
radicalization; deal with terrorists’ use of encryption; and help
communities better protect against IEDs, active shooter plots, and other
changing terror tactics.

· This strategy aims to bring our homeland security policies into
the digital age. It proposes to improve the screening of foreign visitors,
immigrants, and refugees using new technologies and better
intelligence—including social media—to keep terrorists from infiltrating
our country.

· This strategy focuses on breaking the Islamist terror
movement—not just defeating one group. Our nation’s last official
counterterrorism strategy focused almost exclusively on al Qaeda, leaving
us blind to the rise of ISIS. This plan is designed to go after Islamist
terrorists, regardless of location or branding.

The bottom line is this: we cannot accept Islamist terror attacks as “the
new normal.” We must defeat the perpetrators. The McCaul strategy makes
clear that we are facing a long, generational struggle, but we should wage
it with the same resolve we showed in defeating other totalitarian
ideologies, including communism and fascism.

In her infamous lecture about “smart power” in 2014, Hillary Clinton said
that American leaders must “understand” and “empathize” with Islamic
terrorists. She has the empathy down but not the understanding.

She still can’t grasp the obvious theological motivation of the Islamic
terrorists, which comes not from what they read in American newspapers but
from what they read in the Koran and the Hadith. Whether American leaders
are praising or condemning Islam is irrelevant to them. For almost sixteen
years, America’s feckless political class, which Hillary epitomizes, has
fostered the delusion that if leaders just spoke more soothingly about
Islam its militancy would dissipate. Both George W. Bush and Barack Obama
fatuously declared that America is not at “war with Islam” even as it
leading imams declared war on America. Bush and Obama talked endlessly
about Islam as a religion of peace. Meanwhile, the terrorist tentacles of
Islam just grew longer and longer.

After every eruption of Islamic terrorism, Americans have been instructed
by the ruling class’s propagandists not to see it as evidence of a
“religious war.” But it is a religious war, with the exception that only
one side is fighting it. In Hillary’s flailing and stale claim that
rhetorical intemperance is provoking Islamic terrorism, ISIS can take true
comfort, insofar as it signals yet another white flag in the war. Nothing
encourages an enemy more than the prospect of victory against a weak
opponent.

In a warbling Hillary, clinging desperately to the clichés of a failed
political class, Americans see little “resolve” and a lot of “fear.”
Anybody wondering what her administration would look like just had to watch
the pathetic response of New York City mayor Bill de Blasio and New York
governor Andrew Cuomo to last weekend’s terrorist attack. Looking like a
tranquilized giraffe, de Blasio surveyed the scene and concluded that it
revealed evidence of “intentional” behavior but not terrorism, while a
casually dressed Cuomo bumptiously asserted that it did not point to
“international terrorism.” Anybody wondering what the priorities of her
administration would be just had to read the *New York Times* on the day of
the attack, which featured a story

about “hate crimes against American Muslims.”

Accompanying the story was a picture of a funereal scene, with the caption:
“People waited for the coffin of one of two men, an imam in Queens and his
assistant, who were shot dead last month.” Given that those murders haven’t
been declared hate crimes, it was an absurdly biased photo to select to
illustrate the story. The *Times* just reports breezily near the second
half of the piece: “Last month, an imam in Queens and his assistant were
shot and killed execution-style on the sidewalk. The authorities have
charged a 35-year-old man in the attack but have not determined a motive or
whether it should be treated as a hate crime.”

The story is full of biased hedges, sources, and information so incomplete
as to be meaningless. It is a story about an “apparent increase” in hate
crimes that are “apparently fueled by terrorist attacks in the United
States and abroad and by divisive language on the campaign trail,” with
“some scholars” believing that Donald Trump is responsible for it. The
story has all the objectivity of a press release from CAIR.

Straining to make this supposed spike in Trump-fueled hate crimes sound
menacing, the *Times* reports that somebody back in May claimed that a
Trump supporter once “reportedly poured liquid on a Muslim woman” in
Washington, D.C. We’re not told what the liquid was (water?) or if there
was any proof or resolution to the complaint. On such shaky and fragmentary
information, the *Times* alleges a “problem” and then tells us that
“researchers say” the lack of proof of hate crimes is itself proof of them
and even proof that the problem is greater than anyone can fathom, since
“victims are often reluctant to report attacks for fear of inflaming
community tensions, and because it is sometimes difficult for investigators
to establish that religious, ethnic or racial hatred was a cause.”

Such are the preoccupations of Hillary’s envisioned America, where the
ruling class extends empathy to every culture except its own. No sooner had
the Islamic terrorist been caught on Monday than she and her supporters
resumed their babble about cultural relativism. Cuomo hit the airwaves to
warn against the loss of “American values,” as if the founding fathers
shared his blindness to the militancy of Islam. Hillary surrogates
criticized Trump for not appreciating the terrorist’s right to the best
hospitals and

So. Here we are in the aftermath of yet another terrorist attack in America.

Note well that in the earliest stage of the bombing in New York, Pittsburgh
talk radio host Rose Tennent had by chance interviewed General Michael
Flynn, the former head of the Defense Intelligence Agency. Rose wrote up
her conversation with Flynn this way

While Mayor de Blasio had declared what happened in Chelsea simply an
“intentional act,” *General Flynn has no doubt about the intent of the
explosion and what it represents*: “*Of course it’s an act of terrorism,”*
he said. He pointed out that when the Mayor says there is no credible
evidence of a terrorist attack, it is, in General Flynn’s opinion, “a
disservice to the people of New York. They have all kinds of credible
evidence. What they didn’t have is any specific threat that there would be
a bomb in the Chelsea area of NYC. *We’ve got to be much more honest with
the American people. The American people are not stupid.”*

Flynn was in the city Saturday night when an explosive had gone off in the
Manhattan neighborhood. He told me he feels it is imperative we understand
why this is happening. He said, *“The American people want to know if our
leadership is taking this threat as seriously as they should. I don’t see
it. I really don’t see it.*

“I’m actually fed up with it to be honest with you. I know that in my years
of service going after this enemy that their goal is to strike fear in the
hearts of their enemy. They have specific targeting and specific goals. *We
have to understand that this is a smart, cunning and vicious enemy. They
represent an evil that is beyond what most people can understand.”*

Yet this latest attack — not to mention the stabbings in Minnesota — was
preceded a few days back by Never Trumpers launching their own Twitter war
on… Sean Hannity.

Yes, you read that right. And why a Twitter fusillade targeting Hannity?
Because Sean had the indelicacy to say this to the Never Trumpers, as
reported

by the *Daily Caller, *bold print for emphasis supplied:

“And if we elect a president because you are so stubborn, arrogant, and
stupid, that can’t say ‘radical Islam’ and can’t engage an enemy and
identify it, that’s your fault as well,” he continued. “And if you help
elect the single most corrupt person to ever seek the presidency, somebody
who lies like she did, somebody who sold out her office for gain like she
has, somebody who has failed on Iran and ISIS and radical Islam in general,
and Iraq and Iran and Syria and North Africa and Libya, I’m blaming you!”

“And you are going to say, ‘Hannity, we blame you,’” he said.

“‘You gave Donald Trump time on your show.’ And I gave every other
candidate time.”

*“His agenda is infinitely better than hers,” he added. “And if you can’t
see that, then that’s your problem. You own it.”*

*“You own her,” he continued. “You own every dumb thing she’s about to do.
I blame you.”*

*“Got it? I am going to name names regularly if she wins.”*

And so he has. Among the names cited by Hannity over the last few weeks:
Glenn Beck, Bill Kristol, Bret Stephens, Jonah Goldberg, Paul Ryan, Mitch
McConnell, Lindsey Graham, John McCain, John Kasich, Mitt Romney and Ted
Cruz. Some now appear to be — reluctantly — on the Trump train. Others,
stoutly, flatly, and proudly refuse.

Among them is the baffling Bret Stephens, whose book *America in Retreat* I
reviewed  favorably back there
in the mists of early pre-Trump 2015. I certainly stand behind the review.
But the Bret Stephens of that book seems to have an evil twin who has made
Never Trumpism his task in life, attacking not only Trump but Hannity, calling
the latter

the “dumbest anchor” on Fox. As if boiling down Never Trumpism to *ad
hominems* explains serious thought — unless of course it does.

Those in a huff at Hannity are mad because he has made plain the blindingly
obvious. To wit: If you choose to go out of your way to deliberately, with
malice aforethought, sabotage the team that you have spent years claiming
as your own — and the team loses as a result — then in fact you are at
least in part quite obviously responsible for the other side’s victory and
all that flows from that victory. Or, as Hannity has succinctly put it, you
“Own Hillary.” If you chose the role of Benedict Arnold, you have to live
with the results.

This isn’t rocket science. Yet the outrage from

second-line medicines will be bought with more than $100 million raised by
a group of countries led by France. The improved first-line therapies will
largely be financed by the Global Fund to Fight AIDS, Tuberculosis and
Malaria and other donors.



Second-line drugs have typically cost about 10 times as much as first-line
therapies. Costs have ballooned in Brazil and Thailand, which began
programs to provide universal access to AIDS treatment years before African
countries did, as patients have developed resistance to generic first-line
treatments and have moved to brand-name second-line drugs.



The Clinton Foundation’s willingness to buy the generic drugs from the
Indian manufacturers Cipla and Matrix will give developing countries
leverage in bargaining with American companies for lower prices on branded
antiretroviral drugs and may embolden some to follow Brazil and Thailand in
overriding patents, AIDS activists said.



But developing countries still have reason to worry about retaliation from
drug companies and trade sanctions by the United States. This year, Abbott
Laboratories, based in Illinois, withdrew new drugs, including those for
high blood pressure

and AIDS, that it had planned to introduce in Thailand until the override
on Abbott’s patent on the second-line drug, Kaletra.



United States trade officials last week put Thailand on a watch list for
countries inadequately safeguarding the intellectual property rights of
American companies, noting the overriding of drug patents.



Tido von Shoen-Angerer, who leads the campaign by Doctors Without Borders
for access to medicines, said he was unsure whether the recent developments
would encourage developing countries to exercise their rights under
international trade rules more freely to make or import generic drugs.

“There’s a strong chilling effect from the U.S. action,” he said.



Drug company officials yesterday strongly defended their policies of
charging better-off developing countries more for AIDS drugs than they did
for poor countries, as well as the role of patents, which give inventor
companies a monopoly on the sale of a drug, in stimulating the development
of new drugs.



Jennifer Smoter, a spokeswoman for Abbott, said patents were needed “to
ensure innovation in the future” but declined to respond to Mr. Clinton’s
comment that “Abbott has been almost alone in its hard-line position here
over what I consider to be a life and death matter.”



Abbott had been charging $2,200 annually per patient for Kaletra in
middle-income developing countries, which include India, China, Brazil and
Ukraine. Last month, it dropped the price to $1,000. The foundation’s new
price for the generic is $695.



Jeffrey L. Sturchio, a vice president at Merck

in New Jersey, says his company strives to balance providing the broadest
possible access to AIDS drugs while maintaining financial incentives to
attract companies to conduct research and development on new drugs.
