From your description, I can think of two reasons why the duplexer is not
performing to your expectations:
1. It is, in fact, NOT tuned correctly, or
2. It is incapable of performing properly in the new band segment that you
are tuning it to.

As long as the Spectra is displaying the OUT RNGE message, it is trying to get
a control channel and is locking the BUSY or DATA lines, the RSS can not read
it.
Try changing MODEs until the radio is not displaying errors, ect. Then READ.

Anyone have experience with the Q2330E duplexer? Originally from 155Mc. Best
I can get is 80db on the tx side and 60db on the rx side (calls for 70) 2.7db
of loss on tx seems high too.
Can I expect decent performance at 146?
Anyone else find them tough to tune?

I think Murray has an issue with repeaters that have a PL but not
advertising the pl in any of their announcements. I'm not aware of
any closed repeaters in Metro DC either, but I am aware of several
with PL that do not have it on the ID/Announcement.
As for GMRA and PL, they have a

COR. I see no change in voltage when I open the squelch on pin 5. Any other
ideas?

Are you checking the correct band? According to the manual, this only
works on the primary (left)
