That's the rub isn't it?
We have a few thousand programs written over 30 years, and only a limited
staff, and users always want more.
Users don't see the need to go back and *fix* code that
t issue. For a site that doesn't *have* to be 24-7 but can
be say 22-7, it's safer to shutdown, then backup.
You can't always control every piece of code someone has written.
