don't worry about error messages by Wine unless you have an actual problem.
Getting these messages is perfectly normal even for programs that run perfectly.

Looking at this and the upstream bugreport you didn't use the Ubuntu
Wine packages, but wine-staging from upstream (since only the latter
allows to even install StarCraft Brood War). Therefore closing for

Not sure if this is a regression in other parts of Ubuntu, or something
I can't reproduce this on Debian (wine-3.0.3 (Debian 3.0.3-2)): the
command "wine iexplore http://www.spiegel.de; works here.
To actually see the contents of the page wine-gecko is needed. See
/usr/share/doc/wine-stable/README.Debian.gz for details how to install
it. Otherwise I get the same
possibility to handle foreign architecture
separately in the packaging. The best fix to get a pure 32-bit Wine
installation might be to make "wine" an architecture-dependent package
(arch:any) instead of arch:all, but I don't really see the need to do
so.

Yes, that needs fixing, but don't overdramatize the issue ;)
libsane is only a recommends, so it is not mandatory. You still can
install and use Wine, right?
The only restriction is that you can use only either 32-bit or 64-bit
scanner drivers (affected people by this should be close to zero).
That's unfortunately required in order to make updates from 16.04
automatically getting the latest Wine. Despite your initial doubts you
would have ended up with Wine 3.0 automatically, too :)

now I assume you did something really "exotic" on your system. So please tell
me if my solution works for you, and if you found out where wine1.4 was coming
from.

I assume synaptic has a problem with packages like wine32 which are not
available on the native architecture:
Package: wine32
Architecture: any-i386 any-powerpc armel armhf
Multi-Arch: foreign
Re-assigning to synaptic accordingly.
Within the wine packaging I think this issue is handled

Thanks for your report.
I don't know ies4linux - sounds as if it already incorporates Wine
somehow, and maybe the ies4linux devs need to fix this.
Otherwise it looks as if this has to be handled by upstream directly
(you already use it directly, so there's not much Ubuntu involved here
anyway).
So you created a new prefix with
WINEARCH=win32 WINEPREFIX=/home/john/.wine32-test wine wineboot
Testing this with
WINEPREFIX=/home/john/.wine32-test winecfg
worked.
Then 2 hours later the same command
WINEPREFIX=/home/john/.wine32-test winecfg
failed.
Right?
