I use OpenOffice 2.0.2 on a Windows XP machine and have as keyboard the United States International installed instead of the normal one. The advantage is that a lot of special characters are readily available by pressing CTRL+ALT (or ALT GR) and one of the normal keys. The ß for example is

I just tried Alt-148 with OOo Writer 1.1.5 and the ö was inserted exactly where it should be. Seems like your problem is not a OOo bug or maybe there is a setting somewhere... I use a Swedish keyboard and Alt-148 gives me exactly the same result as the ö key. An easier way to insert

Using OOo 2.0.1 with WinXP. I doubt if I'm the only person in this world who can remember the Alt numbers of some of the more common special characters, especially those with accents and umlauts. Besides, using these is often quicker than fumbling around the Special Character facility on OOo.
