Well MPEG4 is pretty much designed to give better quality at lower bitrates than MPEG2. So a MPEG4 @ 9Mbit will look better than MPEG2 at 9Mbit. We cant say that MPEG4 @ 9Mbit is exactly eiquvalent to MPEG2 @ 25MBit, but Id expect it to look good. Perhaps a biger issue is just how good the mpeg4
