a couple of bumps. I think it could be the same for sighted people, just

reading last night with voice dream reader. I understand how
Wi-Fi is certainly on. Sync library was not on the iPad, it is on my phone. So
I turned it on on the iPad. And I am using iCloud as a back up. So I’m not sure
how long it should take for that playlist to sync. I checked my iPad mini after
turning on sync library and so far it hasn’t done

The iPad doesn't look like it is even turning on.
I can't get voiceover to work at all on the iPad.
That being said, I can try to follow the steps assuming the iPad is on

Oh I do remember there was a network issue just before iTunes said it
couldn't finish thet download.

Yes now that it's started downloading you should be able to leave it
to do its thing. There's a very slight chance that if the file takes
overly long to download the iPad will disconnect, but this is
incredibly rare and if it happens you can just redo the process.
iTunes won't delete the file
