I don't think you will notice a huge difference whether you have it set to dark mode or light mode. If you have a phone with OLED screen there might be a very small difference since apparently dark pixels use up less power, but it would be quite minimal. Of course you may as well set it to dark

Mike: I solved the problem. I remembered that I had screen recognition turned off in voice over recognition in the voice over settings. Once I turned it on again, it appeared in the voice over quick settings. Check voice over recognition and see if screen recognition is turned off or on.
