I don't know of an app that does this but the https://ytmp3.com/ website does a great job of it on your computer. You find the youtube video from which you want to extract the audio in mp3 format, copy its URL from the browser address bar, and paste it into the insert box on the ytmp3 site.

I spent some length of time and found a feedback Email a couple months ago for EyeNote and sent them a request to update the app so it would work in iOS 10 and beyond. I’ve heard nothing. So, as others have said, NantMoney Reader is the only one worth installing now. I believe it is free too.
