Those buttons disappear the farther you scroll down a webpage in iOS 7. The
most consistent way I’ve found to get them to return is to do 2 or 3 extra
swipes down with 3 fingers once you know you’re at the top of the page.

I agree. It's kind of vague when people make that general of a statement.
But, getting back to your original post, I also notice it, but I don't think
it's anything that needs to be worried about, as that's most likely a
symptom of LTE chips, seeing as they do require more power to run.
LTE is going to be a bit tougher on the battery, it's that simple. You're
going to have to make some sacrifices and compromises, or buy a battery case
if you're that worried about it.
