The Movement Strategy and Governance Team is happy to announce that there
will be another global conversations event on regional and thematic hubs on
June 24, 25, and 26!

There is a lot happening around regional and thematic hubs with different
research and planning projects. The event is intended to be a space for
sharing and learning between those that are already working on establishing
a hub in their context. Participants are invited to share their hub work
experiences and learn from each other. Ideally, clear next steps can be
mapped out for the future development of hubs.

Participants are also invited to discuss their hub piloting ideas. Some
research and planning projects have been completed, which means that it is
time to put some ideas into practice. Ideally, the event will help with
mapping of considerations and concerns, to inform the future process.

The event will take place in 3 iterations in different time zones to enable
participation across the movement. Anyone interested in hubs’ discussion
can choose the time most fitting for them. The times of the meetings are

While working on the consolidation of the recommendations coming from the
working groups, the writers put a lot of effort into ensuring conciseness
of expression for the final recommendations. In some cases it meant that
the text became so condensed that It can indeed be somewhat difficult to
follow. Regarding the passage related to the Movement Charter, as a
non-native English speaker, I do not feel that this is really the case.

We do not have a different presentation of the recommendation, but have
been using the same text. Perhaps you can point to what exactly is unclear
for you in the respective passage, so it could be clarified:

[Wikimedia-l] Movement Charter Drafting Committee elections are now open!

Hello everyone,

Voting for the election for the members for the Movement Charter drafting
committee is now open. In total, 70 Wikimedians from around the world are
running for seven seats in these elections.

As recommended by the Movement Strategy recommendations, the goal is to
assemble a Drafting Committee that will draft a Movement Charter to ensure
a common framework for decision making in the Wikimedia movement
<https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Recommendations/Ensure_Equity_in_Decision-making#Establish_a_common_framework_for_decision-making>.
The committee will consist of 15 members in total: The online communities
vote for 7 members, 6 members will be selected by the Wikimedia affiliates
through a parallel process, and 2 members will be appointed by the
Wikimedia Foundation. The plan is to assemble the committee by November 1,
2021.

Voting is open from October 12 10:00 UTC to October 24, 2021 23:59 (Anywhere

Movement Strategy announces the Call for Candidates for the Movement
Charter Drafting Committee

The Call opens August 2, 2021 and closes September 1, 2021.

The Committee is expected to represent diversity in the Movement
<https://meta.wikimedia.org/wiki/Special:MyLanguage/Movement_Charter/Drafting_Committee/Diversity_and_Expertise_Matrices>.
Diversity includes gender, language, geography, and experience. This
comprises participation in projects, affiliates, and the Wikimedia
Foundation.

English fluency is not required to become a member. If needed, translation
and interpretation support is provided. Members will receive an allowance
to offset participation costs. It is US$100 every two months.

We are looking for people who have some of the following skills
<https://meta.wikimedia.org/wiki/Special:MyLanguage/Movement_Charter/Drafting_Committee#Role_Requirements>
:

   - Know how to write collaboratively. (demonstrated experience is a plus)
   - Are ready to find compromises.
   - Focus on inclusion and diversity.
   - Have knowledge of community consultations.
   - Have intercultural communication experience.
   - Have governance or organization experience in non-profits or
   communities.
   - Have experience negotiating with different parties.

The Committee is expected to start with 15 people. If there are 20 or more
candidates, a mixed election and selection process will happen. If there
are 19 or fewer candidates, then the process of selection without election
takes place.

[Wikimedia-l] Movement Strategy update - Summaries from January and February conversations

The movement strategy transition team is happy to share summaries from
follow-up discussions that took place in January and February.

The aim of the discussions was to come up with objectives for implementing
each initiative or cluster of initiatives that communities had previously
prioritized. The needed steps as well as challenges and anticipated
resources were also discussed to varying degrees.

We kindly ask you to review the summaries

by March 15, particularly for initiatives that are a priority for you and
your community, and to help finalize the draft plan. This is also where we
invite you to indicate your interest to be part of working groups that will
be convened for each initiative to take the work forward. More information
below.

Quick recap

In November

[2] and December

[3], the Movement Strategy team hosted global conversations to identify
priority areas for collaboration in 2021. Distributed governance, resources
for underrepresented communities, improved user experience, addressing
content gaps, and facilitating skill development in the movement were among
the top priorities.

Our promise had been to host at least one follow-up discussion for each
initiative. Thanks to your participation and support from community members
and affiliates from around the world, this was successfully achieved.151
people participated in large discussions for the Interim Global Council and
90 for hubs. An average of 60 people participated in each of the other
follow-up discussions that took place from January 22 to February 7.

Commitment to equity in decision-making

Distributed leadership, global governance, and inclusive decision-making
were key threads in the movement strategy recommendations. This has been
reiterated in local and global discussions since and the Wikimedia
Foundation is committed to supporting the realization of this vision and
the establishment of a Global Council - by the way of an interim council
that will draft the Movement Charter. The exact structure and set up of
this Interim Global Council will continue to be shaped by communities in
virtual and on-wiki discussions

Until March 15, we invite community members, affiliates, and strategy
enthusiasts from the whole movement to help finalize the first ever
implementation plan for movement strategy:

   implementation?

specific information regarding ways to participate in our future updates.

[Wikimedia-l] Follow-up discussions and Global Conversations reminder

Hi everyone,

This is a reminder that on January 23 and 24, we will be having a Global
Conversation on the Interim Global Council. Please register

if you haven’t done so already [1]. Registration closes on Jan 22.
Interpretation will be provided in multiple languages and support is
available to overcome barriers to online participation, such as data
packages or childcare reimbursement.

The Interim Global Council

The Interim Global Council (IGC)
<https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Transition/Interim_Global_Council>
[2] is an initiative from Movement Strategy recommendation 4. It is
described as a temporary committee to oversee the development of a Movement
Charter and the establishment of a Global Council. Some of the key actions
and attributes were already discussed in December. Please see the

On January 23 and 24, we will be building on the existing discussions to
focus on (1) the structure of the council; (2) representation; and (3) the
selection process. It is important that communities from across the
movement take part in the discussions and help shape the way forward for
distributed leadership and inclusive decision-making.

[Wikimedia-l] Movement Strategy - Interim Global Council and other Follow-up Discussions

Hi everyone,

After more than 3 years of movement-wide collaboration, we are putting
movement strategy into action. And what a great time to celebrate this
accomplishment as we near Wikipedia’s 20th birthday.

Quick recap

Despite a challenging and unprecedented 2020, we came together to discuss
what initiatives from the recommendations should be prioritized in 2021 and
began identifying steps to put those initiatives into action. Around 600
people took part in the discussions.

The initiatives began emerging first based on priorities from nearly 60
communities, affiliates, and groups

the world further discussed those priorities to select the most important
ones to work on in 2021. Together we identified 8 sets of initiatives

Global Council priority
The Movement Strategy team is happy to share plans for finalizing the
transition to implementing the movement’s recommendations. From the
conversations that took place in small and large communities around the
world, it is clear that the Global Council, Movement Charter, and Interim
Global Council are top priorities. They are the important first steps to
enabling more global decision-making and distributed leadership. Global
Conversations for establishing the Interim Global Council will take place
on January 23 and 24 — please register early

What’s next

The approach for implementation will vary from one initiative to another
depending on the contexts and community priorities. At follow-up
discussions in January and early February, interested communities and
affiliates will come together with different teams from the Wikimedia
Foundation to plan the next steps for the 18 months ahead.  We have plans
to communicate further information on these meetings soon.

The Wikimedia Foundation is committed to resourcing the movement’s top
priorities, including the Interim Global Council, and the discussions that
will help shape them. The path forward for some of the initiatives is
clear. Others need further discussions to narrow the scope or to select
from different ideas to experiment and learn.

[Wikimedia-l] Movement Strategy: December report and next steps update

Hi everyone,

The Movement Strategy Support Team is happy to share the results from the
second set of Global Conversations. [1] There are text and video options
presenting summaries from the discussions. Please review and continue the
conversation on-wiki. [2]

We were able to organize inclusive and participatory virtual global events
– a first of such scale in our movement – thanks to the efforts of the
Transition Design Group. [3] We are grateful for their work and for many
individuals, groups, and organizations around the world who made these
discussions truly global.

Quick recap

During the first set of Global Conversations in November, eight (8) global
priorities for implementing the Movement Strategy recommendations were
identified. [4] The global priorities built on local, regional, and
thematic submissions by more than 50 affiliates and groups [5], discussions
on Meta, and live surveys during the global meetings.

The November set of global discussions asked ‘what should be the top
globally-coordinated initiatives for the movement in 2021?’ The December
global discussions went one step further and asked ‘what should be the
immediate steps for implementing an initiative?’ The top global initiatives
are:

encourage you to share your thoughts with us in the discussion spaces.

Next steps

The Support Team will organize follow up discussions of different sizes for
the top initiatives starting in January. The aim is to bring together
interested individuals, communities, affiliates, and Wikimedia Foundation
teams to identify key steps and milestones for implementation.

There will also be two sets of focused discussions on the Interim Global
Council in late January and early February. More information to be shared
in the new year. In the meantime, you can familiarize yourself with the
thinking and remaining questions about the Interim Global Council. [6]

We are committed to support community members overcome barriers to virtual
participation, such as data packages and childcare for the duration of
meetings. We plan to offer similar support for the follow-up discussions,
so we can continue to include a diverse range of perspectives in creating
the implementation plan. We are working on details of the particular
programs and will let you know in early 2021.

[Wikimedia-l] Global Conversations Dec. 5+6 - registration information

Hi everyone,

Close to  250 people participated in virtual Global Conversations that took
place on November 21 and 22. The discussion continues on December 5 and 6
and we warmly invite you to take part. Registration is open until December
4. [1]

What happened already

Nearly 50 communities and affiliates shared their priorities in advance and
can continue to do so. [2] Based on those priorities, the first set of
events on Nov. 21+22 took discussions further by asking Wikimedians from
around the world which of the 45 Movement Strategy initiatives are most
important to globally coordinate and start implementing in 2021. For some
of the initiatives, implementation means further discussions and scoping.
Take a look at the results. [3] What do you think about the priorities?
What is missing? What would make you want to play an active role in
implementation?

Coordination will vary from one initiative to another. Some can be
implemented on their own, some will involve diverse communities and
affiliates of different sizes working together, and others may require
support from the Wikimedia Foundation.

What happens next

During the next set of discussions on December 5 and 6, we will focus on
the top global priorities and start discussing what implementation can
actually look like. What are the steps needed to put Strategy into action?
Everyone’s invited to help enrich these conversations. Since implementation
will be different from one context to another, we need as many voices as
possible included to create a movement-wide implementation plan.

Based on the feedback, we would like to continue the great momentum of the
first set of events and will provide social opportunities for Wikimedians
to connect. We will also provide space to hold short lightning talks [4] on
how to implement certain initiatives. If you have ideas, please share them
with others.

If you are unable to attend, we will share the results and raw data on Meta
so we can still benefit from your input.

What is provided

As for the first set of events, we will provide live interpretation in
Arabic, Chinese, French, German, Indonesian, Russian, and Spanish. In the
registration form, please let us know if you require language support as
well as internet data package upgrade or childcare for the duration of the
event.

Familiarize yourself with the initiatives already prioritized, register
early, and continue the conversation on December 5 and 6. See you there.

Thank you for prompting this discussion around the potential impact of data
packages to participation!

   - This is a measure that we have put in place based on the feedback from
   the community members as well as prior experiences in the strategy process.
   - Many of the discussions for the movement strategy happen on the calls,
   because it facilitates alignment / shared understanding and is an easier
   pathway into the conversation for people who have not been extensively
   involved - instead of being confronted with a wall of text, people can
   listen in, build their understanding and contribute where they see fit.
   - Video is not necessary for a good flow of the conversation, but a good
   sound connection is really important, because otherwise it will be hard to
   follow the conversation and some key points in the discussion might be cut
   out due to unstable connection.
  - Participants are in this case losing out on important context that
  would facilitate their understanding of the process and would find it
  difficult to contribute to the conversation.
  - Organizers are having a hard time capturing the points from
  participants and do not follow-up to clarify the points, because bad
  connection has already created some frustration in the communication.
  - This is a lived experience from some of the calls in Africa and
  also South Asia - people are already there and have taken the time to
  participate in the discussion, yet they are not enabled to do so.
   - The skepticism regarding longer term engagement is well justified, yet
   that is not the main purpose of this support. It is rather hearing from a
   diverse range of voices to inform the conversations, so we can take better
   informed and more contextualized steps moving forward. At the same time we
   have seen how participation at local or regional events have supported
   people to later join the discussions of the more global nature. Even though
   the absolute percentage of such cases is small, it is significant in terms
   of involving a wider range of people and perspectives in the global
   conversations.
   - For these reasons we find it useful to provide data support and see
   that it has value in informing the conversations. We are also monitoring
   the effect in terms of numbers of participants as well as recurring
   participation and continued engagement.

@Yair Rand - Thank you for taking the initiative and working with the
community to facilitate conversations related to movement strategy! This is
truly appreciated.

I have received some questions regarding the global governance topics off
list, so I would like to follow-up here to provide some clarity:

   - Global governance, especially recommendation "Ensure Equity in
   Decision-making" [1] is one of the key topics for movement strategy with a
   wide community/affiliate interest and support.
   - It is great to see that there is energy to discuss the path forward
   with your groups and peers. At the same time this is a conversation where
   we have to align on the global level. I see that conversations on
   the community level can really help us to prepare for creating this
   alignment and have an informed discussion on the global level.
   - When working on the design of the transition conversations with the
   Design Group [2], a notion of focused / thematic events emerged. While we
   have moved forward with organizing region or language specific events,
   topic centered discussions on the global level will only happen following
   the bigger global events scheduled November 21&22 and December 5&6. The
   reason for this is that we need to ensure sufficient level of general
   awareness regarding the recommendations and initiatives as well as have a
   general understanding of priorities before it makes sense to dive into more
   specific discussions (e.g. Interim Global Council, Movement Charter, and
   Global Council).
   - We will work with the communities and organizations who are having
   these discussions now to make the documentation and results of the
   discussions available on the initiative discussion space on meta [3]. This
   information will then be an input for the conversations of a more global
   nature. Everyone is welcome to share their thoughts in that space!
   - *We plan to have facilitated global online discussions around the
   movement governance topics in january 2021*, especially about setting up
   the Interim Global Council [4], which is the first logical step for
   advancing.

[Wikimedia-l] Global Conversations Nov. 21+22 - registration information

Hi everyone,

With two weeks to go until the global meetings, the Movement Strategy
Support Team would like to share some important information with you.

The Movement Strategy Global Conversations will take place on Saturday
November 21, 11:00 to 15:00 UTC, and Sunday November 22, 17:00 to 21:00 UTC
[1]. Both events are the same, offered at different times to have
participation from different regions and communities.

Regardless of your knowledge of Movement Strategy, you’re warmly invited to
attend one of the calls. We have also developed a simple open source game
to help you brush up on your knowledge! Download the game here [2].

The focus of the meetings on Nov. 21 and 22 will be to look at priorities
identified by communities and affiliates [3], and to begin to create a
movement-wide implementation plan for 2021. Most of the work during the
calls will be in small group discussions. We will also set aside time for
socializing and (re)connecting with other Wikimedians.

Updates will be shared on wiki for parallel input and for those that are
unable to join the calls. The discussion space is already open [4]. There
will be a second set of events on December 5 and 6 to take the work further
and to discuss specific actions around the identified priorities. We will
adapt the second set of events based on the experience of the first and
welcome your feedback.

Registration

   Please register so we can share the login information with you before
   the call. [5] Registration remains open until Nov. 20.

   The meeting will take place on Zoom. Zoom was chosen as a platform that
   many Wikimedians are already familiar with and one that allows live
   interpretation and breakout rooms.

   We are exploring ways to provide support for those that need it — for
   example, for a reliable internet connection, data top-up, or childcare
   during the events. Please indicate this in the registration form.
   -

   We would also like to remind everyone of our Friendly Space policy [6]
   so we could have constructive conversations and everyone feels welcomed to
   contribute.

[Wikimedia-l] Movement Strategy Rapid Grants

Hi everyone,

We are announcing the opening of Movement Strategy Rapid Grants [1]. The
grants are intended to support organizations and project communities in
organizing local, regional or thematic discussions on Movement Strategy.

The purpose of the grant is to encourage community participation, provide
the necessary online tools and software, enable facilitation and
documentation for the discussions, and share translated information. Rapid
Grants can support your event plans with a budget up to 2,000 USD, with no
minimum requirement. We are accepting grants between October 26 and
November 12.

In our global discussions, we often have more participation from
established affiliates and online project communities, and in general from
those who are relatively financially secure to take the time to organize
and participate in events. We hope that this grant program will enable and
support a wider range of organizations and communities to take part in
strategy discussions.

Grant details

Scope: For organizing Movement Strategy discussions, for example:

   -

   to discuss  local, thematic, and regional priorities for implementation
   -

   to prepare for global discussions


Examples of items supported by the budget:

   -

   Translating materials into local languages and back
   -

   Contracting someone  to facilitate the calls
   -

   Contracting someone  to take excellent notes during the call
   -

   Mobile data packages for a reliable connection


Reporting requirements:

   -

   A simple report from the meeting or the list of prioritized initiatives
   for implementation.

   Receipts or contracts will be needed for reimbursement.

Dear Željko, Amir and Ilario,

Thank you so much for raising this point, which is well aligned with the
spirit of the movement strategy in general and participant user experience
in particular.

With the transition support team we are thoughtful regarding the tools and
platforms we use to ensure access to the conversations and at the same time
support participants to stay on top of different content streams. We
understand that *how* we have the discussions in the transition from
recommendations to implementation is in some cases as important as the
content of the discussions. As a result, we take the feedback provided on
the how part seriously.

The choice of Telegram chat was made based on the feedback and request from
a number of people engaged in the movement strategy conversations. It is a
balancing act of meeting the people where they are (Telegram being one of
the most popular instant connecting tools in the movement, somewhat
depending on the region), providing a space where we can support more
informal and free-flowing conversations (that our wiki discussion pages
cannot really provide) and at the same time trying to build structure in
the conversations and ensuring people do not get lost in the stream of
information.
We prioritized the factor of meeting the people where they are and have
chosen Telegram based on that. Based on the feedback received, we will look
into integrating multiple channels to increase access options (as Ilario
suggests) and also look into added value of Wikimedia chat (there is a
discussion about this in our Telegram channel). We will discuss it with the
team, get back to interested community members if we have questions and
then adapt our approach accordingly.

Thank you again for proactive approach in trying to make the movement
strategy conversations experience better! I truly love the passion of
Wikimedians about such things.

Hi everyone,

The date is set for the global discussions that will kick off implementing
Movement Strategy, and everyone’s invited to attend. [1] Say hi to old
friends, meet new people, exchange ideas, and take part in discussions for
transformation. Calls will take place on November 21 and 22 at different
times to maximize global participation. You are welcome to attend any or
all. More information to come very soon.

How to participate

* Express your interest on Meta [1] and watch the space for registration
information, we’ll also make sure to keep everyone updated by email.

* Join our Telegram group [2].

In September, we asked the movement to look at the recommendations and
identify initiatives that we should work on together in 2021. [3]
Communities and affiliates have been meeting and discussing, and we are
excited to see what initiatives emerge as priorities for implementation.
[4] Whether you did this work and have your priorities in hand, are just
thinking about them, or want to learn what this is all about, join the
global conversation.

The time is now to be accountable for growing and nurturing the movement
together. We have 10 recommendations to guide the way. [5] What is
something you’d like to do in 2021? What are things we should all work on
together? The outcome of our discussions will be an 18-month movement-wide
implementation plan that we will create together.

Whether you’re a seasoned Wikimedian or a new contributor, an established
chapter, or a new user group, join the discussions. The community-led
Design Group [6] stressed the importance of continuous on-wiki engagement
and options for offline participation for those that cannot attend the

I truly hope that using a different communication format is helpful for at
least some of you.

You will also note that the video is recorded in Russian (with English
subtitles) and you might.be wondering why.
First of all, we would like to support linguistic diversity in
conversations during the transition and we are committed to continue
working on creating pathways for people to enter the discussions in a range
of languages. it seemed that a message in language other than English would
convey that message and our intention well.
Secondly, last weekend the Russian community held its annual conference
[1], next weekend there will be a virtual convening of Central and Eastern
European Wikimedians [2]. (In the CEE region Russian is rather widely
spoken and sometimes even used as a common language) In this context
choosing Russian felt like a highly relevant option. I hope it makes sense.

Hi everyone,

Happy to follow up on our communication from two weeks ago [1] with updates
about Movement Strategy.

Conversations are under way on what initiatives from the recommendations
should be prioritized for implementation in 2021, and how to prepare for
upcoming global discussions. We are happy to update you with guidance for
hosting prioritization events, different ways to let us know your
priorities, and what will come next.

The recommendations and their changes and actions or “initiatives” are
available in different formats and in multiple languages [2]. There are 10
recommendations and close to 50 recommended initiatives. The aim of
prioritization is to understand what people and organizations in the
movement feel are significant actions we need to take in 2021, and to map
out opportunities for collaboration to bring movement strategy to life.

Prioritization should be at the level groups, affiliates, and communities -

[Wikimedia-l] An update from Movement Strategy

Hi everyone,

I’m excited to share an update from Movement Strategy. It’s been two months
since the final recommendations were shared [1] and we remain indebted to
numerous individuals from across our movement that brought us to this
milestone. We have 10 recommendations and 10 principles to work with and
collaboratively create the future that we want for our movement. This
necessitates building on our strengths and creating cultural and structural
changes where needed.

The recommendations and principles as well as blogs and other supporting
materials have been prepared in text, audio, and video formats and in a
variety of languages so they can be accessible for many. [2] Familiarize
yourself with them at your own time, if you haven’t already.

The Wikimedia Foundation is planning a series of virtual events from
September to November where, as a movement, we will transition to
implementing the recommendations. Organizing online events at such a scale
requires a lot of thinking and consideration. How to make sure everyone
interested can participate? How to provide language, technical, and
facilitation support to overcome participation barriers? How to allocate
resources and nurture commitments for implementation? For this, we have
convened a collaborative Design Group [3] that over the next two months
will create a plan for the transition events. We have also assembled a
small team to support this work. [4]

Design discussions are underway and will be open and shared on-wiki for
concurrent input. [5] There will also be a more dedicated feedback sprint
planned for the initial draft in early August. This way we can prepare for
transition events that are inclusive and transparent for deciding what
ideas from the recommendations will be implemented when, in what order, by
whom, and with what resource and support structures. [6] All interested
individuals are encouraged to participate in the design discussions as
reviewers and later in the actual transition events that will shape
implementation. Watch our page as we continue to share materials and
updates.

Many of the ideas in the recommendations stem from longstanding discussions
in the movement that predate movement strategy. It has been one of the
purposes of the process to provide a clear and public platform for these
conversations. These ideas include better coordination mechanisms for
individuals and affiliates, organizational structures for a more equitable
movement, enhanced skill building, movement-wide generation and allocation
of resources, researching our impact in the world, and evaluating ourselves
and our work. Advancing these complex and essential topics needs learning
and experimentation. As examples, the Universal Code of Conduct [7] and
OKAPI [8] [9], which are also part of the recommendations and under the
umbrella of our Strategic Direction, are progressing with movement
consultations. We can learn from these discussions and integrate lessons
learned in the planning for the implementation of other initiatives in the
recommendations during the transition.

In short, a summary from the first Design Group discussion has been
uploaded. [5] and we look forward to a fruitful design period ahead and
lively implementation discussions starting in September.

Thank you for your feedback regarding the community conversations process
and your care for doing it in the right way! It is truly appreciated.

I am happy to share a couple of points from the design perspective:

   - The movement strategy recommendations are, as some of you have noted,
   the product of lengthy consultation and consideration.
   - The goal of *this* round of conversations is to share the
   recommendations that came out of working group discussions and
   consultations with a wide range of communities. We ask for input on the
   recommendations to help the Board identify which may present challenges or
   create opportunities - in general, how people think they and their
   community would be affected by the prescribed changes. We hope that a
   transparent and honest conversation will happen so that this information is
   well understood.
   - The main discussions about the recommendations would need to happen in
   the first 4 weeks of conversations, which should be enough to convey
   essential viewpoints and provide context to create a good understanding
   around them.
   - We will start pulling together and structuring feedback as soon as the
   conversations start. This includes translations and summaries. This means
   that the 1 week break will be used for finalizing the community input
   report and not for creation of that report in its entirety.
   - The final week of conversations is planned for the review of that
   report so that we can make sure it accurately reflects the conversation.
   - The recommendations are meant to give an overall direction for moving
   forward. Implementation of these recommendations will need to happen in
   context, and so more specific discussions will be continued in the
   framework of implementation discussions.

I hope it makes sense, but am happy to hear any further thoughts and ideas
for improving the quality of the conversations ahead of us.

[Wikimedia-l] Looking for Liaisons for the Movement Strategy Process

Dear fellow Wikimedians,

We are happy to announce our plans to engage Wikimedia communities in the
strategic and structural reform discussions of our global movement. The
Movement Strategy Process requires input and participation from all of our
communities and we are looking for Liaisons for the Movement Strategy
Process to engage with some language communities and facilitate their
participation in global strategic discussions. Liaisons will ensure that
the voices and perspectives of these communities are heard and considered
in the Movement Strategy Process and that members of these communities
actively engage and participate in the discussions in their own language.

Based on criteria of reach of the language, projects, as well as existing
editor base, the Core Team has identified the following language
communities for further engagement and will be hiring a Strategy Liaisons
for each:[1]: Arabic, French, German, Hindi, Japanese, Mandarin Chinese,
Portuguese, Russian and Spanish.

The Liaisons are expected to: engage with the communities in their native
language; coordinate and facilitate discussions; support healthy
communication; provide details and context when needed, and monitor
different communication channels of the communities to surface ideas
related to the Strategy Process. Liaisons will be expected to identify
opportunities where the ongoing Movement Strategy Process discussions can

also be expected to summarize the most important discussion points,
coordinate translations of these summaries to share them with Liaisons
Coordinator, Working Groups and wider global community.

Ideal candidates will have  a good connection with the local communities,
strong communication skills, fluency in English and one of the nine
identified community languages as well as organizational and collaborative
skills.

The Liaisons positions will be part time (up to 20 h/week) and will be in

Thank you for forwarding your questions and input in relation to the
strategy process!

We have not yet set up a place or page where collect the input on meta, but
we plan to do so in the near future. Currently I can invite you to leave
the questions and comments on the *Working Group talk page* [1], so it can
be commented on and later be fed into relevant Working Group. You can also
add tags / comments to state where you think they might fit in.

The topics you have mentioned in this thread are indeed cross-cutting and
related to various Working Groups. What I can suggest is publish the
question with rationale behind it in the context of the proposed thematic
areas for Working Groups. Regarding the wide scope of the proposed
questions, it would make sense to provide some more context and specify
diverse aspects of these questions, so their focus would be more clear for
the Working Groups and they can be better fed into discussions / be
commented on.

Personally, at a first superficial glance, I can see strongest connections
for these questions to the Diversity, Partnerships and Product & Technology
groups, but like I said, it would be easier to say, if the questions would
be more elaborated. Feel free to share your point of view or understanding!

Dear Wikimedians,

As I have learned that in some groups and communities there are ongoing
discussions regarding participation in the Working Groups and we also need
to make further efforts to ensure a more diverse pool of applicants, we are
extending the call for Working Groups [1] by one week, new deadline being
*July 2, 2018*.

I am also taking the time to organize Q sessions about the Movement
Strategy Process and the Working Group model. I am sharing a Doodle link
with you, where you can sign up for any of the offered sessions next week
on Monday, Tuesday and Wednesday [2}.

Product & Technology are closely interrelated themes. We do not have a
product without technology and technology is developed according to our
product vision & design. The Working Group will not duplicate the
discussions, but ensure that different existing processes feed into each
other. In addition to that, we will work closely with Wikimedia Foundation
Product and Technology departments to ensure the value of Working Group
conversations.

The question regarding time commitment is valid and we are happy to discuss
it with people interested in participating in the Working Groups. We want
everyone to be realistic about the extent of work ahead of us, but also
need diversity of perspectives in the Working Groups to have meaningful
conversations and a successful process. We have now specified the language
to expectation of “*an average* of 5 hours per week” (as Lodewijk has
already noted), which is more in line with what we have in mind.

It is also possible to state in the application form what is the working
time that one can commit to the working groups and it can be less than 5
hours. We can then note the interest as well as background and decide with
the Steering Committee about the options of including these people in the
workstreams. Also Working Groups will be working in the open and there will
be feedback cycles for including voices from the wider movement and
perspectives that are not represented in the Working Groups.

Process budget is out of my scope of work, but your question has been
forwarded to the relevant people.

With my letter to Wikimedia-l I would like to remind everyone that there is
this possibilty of individual endorsement that may not have really been
highlighted. So, if you personally feel like endorsing the direction, you
are more than welcome to do that!
I am happy to see already quite many endorsements on respective meta page.
I am also happy that there are people presenting their discord with
strategic direction in a constructive way on the endorsement discussion page
<https://meta.wikimedia.org/wiki/Talk:Strategy/Wikimedia_movement/2017/Direction/Endorsement>.
I think that it is important not only to endorse or not endorse the
document, but also to give rationale why it is done. I believe that this
will help us in moving forward together with Phase 2 and learn as we go.
As a result I have written a small essay in my user namespace

presenting some of the reasons why I am happy with what we have achieved in
phase 1 and with having a strategic direction for our movement. You may
agree or disagree, but I feel it is important to express one's opinion.
Also I encourage everyone else to share their reasons for liking or
disliking the direction with wider Wikimedia public, so we can learn more
and have even more meaningful phase 2.
