I stand corrected on all fronts and now know a few examples :D Personally I'd say base it off of the azerbaijani sitenotice, and if you have multiple social media presences include them like the indonesian sitenotice's to remain platform agnostic but avoid the larger kick in the page. Seddon On

While I appreciate these concerns, I think that the most suitable people to determine whether this is appropriate for the Portuguese Wikipedia are the users of the Portuguese Wikipedia. Perhaps with a veto by the WMF Legal Team if there's some terms of service related reason this can't happen.
