That is a result of IPv4 exhaustion which a lot of people didn't get
used and prepared themselves yet, by reorganizing their networks, making
better usage of what they already have, deploying IPv6, saving money to
make a transfer when really needed, etc.
Monetary factors should not be a key reason to start allowing IP leasing
which is a very bad practice to what it means to the market and how
community is negatively affected by it having in mind how wrong is to
rent something that wasn't assigned by the RIR to be rented to a 3rd
party and also because it is not a good that belong to any particular
organization. When doing the right thing - transfer resources definitely
to those who really need and justify according to the current policy -
financial aspects become irrelevant at the risk of changing the
fundamental basis of IPv4 and its role with those who are committed to
build Internet connectivity and connect people, not just to speculate on
the top of it.
