I think it is largely to try to protect from Foul Brood disease, and 
probably other unpleasant exotic diseases.
Once when over east I bought a lovely big pot of honey.  At the border 
control  crossing to Western Australia the quarantine officer, who can 
inspect everything, said I wasn't allowed to bring it in, because over east 
they had Foul Brood Disease, but not in WA.  However, I seem to recall may 
now be in WA also.  I also was not allowed to take in the fruit I had in the 
car.  I decided to cook it there and then, and eat it before we crossed.  It 
was a miserable job, as it was pouring with rain.  However, I suspect 
everything we were trying to keep out is probably now in the state - fruit 
flies, sparrows, starlings - and if not, probably soon will be.

If you are coming into Australia, don't bother trying to bring in preserved 
meats, Nonna's lovely cheese, etc etc.

Roger, you need to tell everyone about the amazingly strict customs
control on imported honey.  I was in your lovely country about eight
years ago, and was just amazed at how worried they were at the airport.
   I think one could have brought in guns, drugs, and nuclear weapons
more easily than a jar of imported honey!
I assume all that is to protect that fine Manuka variety . . .
