Dial tone in digital systems is generated by the handset, because there is
no analog service at the other end generating it. It is a "comfort" item
placed there for the user.

Did your system pass the preflight tests?
Are the handsets new or were they used elsewhere? If used elsewhere reset
them to defaults.
Did you manually configure them or let sipxconfig do this?
Have you looked at your firmware on the device as opposed to what is
available now?

"201", "mailto:[email protected]";, You are not sending email, so this will
never work.
"sip:mailto:[email protected]";, will work assuming all of the above is done
correctly.
"sip:201:phoneIP", might work, but would probably prove to cause issues, and
is not recommended.

The correct way to dial "201" from "200" would be to punch in "201" from the
handset. Because it does not work there is likely a problem with the ACK, a
call trace would be helpful, though I recommend you address the above before
venturing there.
