Like maybe it was the first of the phones someone tried to use, and it was
manually configured and so wiping the local config and setting the handset
back to defaults... Is a good first step.

My suspicion would be that the 650 has somehow gotten a different
default IP router, so it's not sending it's registration over the VPN.
