Without knowing the specifics of your network, it's hard to say but nothing jumps out at me. It's hard to know how or why the Polycom traffic is not going through the VPN but apparently it doesn't. Your problem is a networking one, not a telephony one. If I was faced with this problem, I would sniff the network traffic on the Polycom port to see which path SIP messages are taking and work my way from there. When you say that the registration looks like: sip:200@ domain <sip:[email protected]:1024;x-sipX-privcontact=10.50.11.99>, what does 74.xx.xx.xx:1024 corrspond to? Is it the public IP address of the VPN box in the 10.50.11.0/25 subnet? Also, for the Polycom phones that do work, can you verify if they have STUN enabled?
