I would make the sipxconfig identical to the other phones and I would make
sure it is set to factory defaults.

along the right path.

The SIPx is a public IP and is also the DNS server for the phones. The
public IP is routed across the VPN so no NAT is required.

This is working fine for the other 5 phones.
