Is it possible that there is a configuration option that is missing for that phone, and the others you are having the issue with, that would cause it to send what you are needing to sipXecs.
Maybe looking through a Config file for another phone that is managed might show what option is missing and help identify what needs to be researched to be added to your configuration?
