The following list of VoIP Service Providers support SIP and T.38 and

AT&T Flex Reach
Gafachi
Global Crossing

None have exactly been certified yet. I can tell you gafachi and I
went many rounds and we never got that resolved. At&T flex means you
need to have an SBC because they won't send to you on port 5080. I've
never been able to get GC to return my calls.
