The config file is not getting rejected because I can see the changes on 
the phone after I make them in the sipX interface.

I just did a siptrace of the second call (active call on line key 1) and 
the first time an invite goes to the phone, it returns a "100 Trying" 
and then a "486 Busy Here" message to sipXProxy and the proxy ACKs the 
busy message. After this it goes to the IVR.

Is this a firmware problem? Shouldn't the phone roll the call to the 
other line? Obviously, there is a lot I do not know about sip messages, 
but I wouldn't think the phone should have returned busy at this point.
