Thanks to Aldo for figuring it all out (and a long delayed upgrade to
cable broadband), I finally downloaded GSC.  I found a few things along
the way to improve on Aldo's method:  

First, there are at least 4 versions of GSC available from CDS:
GSC 1.1, the original, CDS catalog # I-220
GSC 1.2, recalibrated for better astrometric accuracy, CDS # I-254
GSC-ACT, an even better recalibration, CDS # I-255
GSC 2.2, a much deeper catalog, similar in size to USNO-A.  But the
download time would not be practical for just about anyone.

So I wanted GSC-ACT.  I wanted to keep it simple, so I tried Aldo's
second method.  For some reason, GSC-ACT is hard to find in most lists
on CDS's website, but the link Aldo gave, with ..I/220/GSC replaced by
..I/255/GSC-ACT, works.  This is also the link you'll find if you click
help>catalogs in CdC and scroll down to the GSC section.

But I found the downloads at this site to be very slow- not just
because the files are not compressed- it was _much_ slower.  Maybe a
temporary problem on their end.

So I checked out the first option, using
<http://cdsweb.u-strasbg.fr/viz-bin/ftp-index?/ftp/cats/bincats/GSC_ACT>
to get the ACT version.  There is something listed as [TAR file] on
that page, looking like the tar files for each dec range, but this is
the entire 300 MB catalog all at once.  With Winzip set as Patrick
described, after downloading I extracted to ../ciel/cat/GSC-ACT and the
whole thing unzipped to the proper form.  So you don't have to download
all the individual dec range tar files.      
 
You should be able to do the same thing with the second option- get it
all at once- by going up one level to ..I/255, and dragging the GSC-ACT
folder to your ..ciel/cat folder.  No unzipping, but the download will
be (at least) twice as long.

In either case, in CdC, prefs>catalogs>stars2, select the HST GSC
"compact" option and set the pointer to ..ciel/cat/GSC-ACT
