Assuming the filter is wired correctly (*), the only other thing I'm wondering about is if you have the answering machine and home hub sitting physically right next to each other ? If so, then try separating them by a few feet and see if that makes a difference.
(*) Only the modem connection to the home hub should be on the line side of the filter - all other phones, extensions, answering machines, etc must be on the other side of the filter.
