   I know the API needed to keep a window on top of all the others,
and, as a matter of fact, I have used it both in SDRadio and in
Winrad. The utility I mentioned is used to do the same with an
executable of which you don't have the source code, but only the .exe
module.

Suppose you want to open an Excel window (of course not full screen)
in front of Winrad, and you want that it stays in front even if you
click on a button of Winrad. This is make possible with that utility
of which in this moment I can't recall the name.
