"Since the second survey is being conducted because of they are claiming that
there is a high concentration of Lapizine, I see a Venasian presence on the
survey team as essential," Bedru replied.  "Accomplishing this needs to be
given a high priority."

"The CinC would agree with you, Admiral, however that is not something that
Starfleet can control.  That is up to the Diplomatic Council.  I am sure that
the Venasians would be included if they had a representative on the council. 
Since Ambassador D'amondra was recalled, and her replacement has not yet
arrived, the Venasian seat at the Council has been vacant."

"Also, I would like to know upon what they based their insistence that Lapizine
is present on the planet."

"Our representative on the Council reported that the Venasians commissioned an
independant survey of the planet.  I have not yet had the oppertunity to review
their report.  As soon as I get it, I will be sure to forward it to your office for 
your review.  
However, I have conferred with the Captain Moran, who commanded the latest Federation 
survey of the planet.  The very survey that is wrapping up as we speak.  Capt. Moran 
was rather insistant that Lapizine does not exist on the planet.  At least not in the 
levels reported by the Venasians."

"I see," Bedru said as she mentally added another item to her list.  Star Fleet
might not have any say about who was on the survey team, but she certainly
controlled who accompanied her when she visited the planet.

"Commander, do you have any other observations about this mission?"

"To be honest, Admiral, I have reservations about the survey that the Venasians have 
done.  I know what is involved in a a standard survey of a planet, and I know 
Starfleet protocol on the matter.  When you also consider that the orders to the 
Captains on these survey missions were issued by Admiral Lasiter, personally.  He 
actually spent time on a comm channel with each of the starship captains, one on one.  
All that considered together...  I just can't believe that something on the maganitude 
of this Lapizine finding would or could be missed.  You just don't make that kind of 
mistake with the top admiral watching the mission.  Something must be amiss with their 
report.  Unfortunately, the Venasian populous may not take anything we say seriously."
