Admiral Jackson was sitting in his new office after finally getting things organized and started setting up his computer to his preferences when his console chimed to note the arrival of a message. It was the report by Captain Boulay that he had requested. He quickly read it over and then read it over again while taking notes. His initial response to the report was concern and that was deepened as he read the report more deeply. He was definitely going to have to speak with this Van Der Loo fellow and those that are assigned to Genova, such as Col Stark. He accessed his console and tried to bring up the orders that set up the police action on Genova. What would make Starfleet part of such an action and it not be a major news story? The police action on Genova started innocently enough as a humanitarian mission to assist the population after some political unrest. The original intent was to have Starfleet patrol buffer zones, much like a peace keeping mission of the UN. However, shortly after the mission began, Starfleet came under direct fire from 'insurgents'. A few years later and the mission is still on going. (Note: Col. Stark is the 3rd commander on the ground.) As the situation degenerated, the planetary government declared martial law, and Starfleet troops became more involved in the fighting. It has never been a policy of Starfleet to include the media/press on forward missions such as the police action on Genova. The order instituting martial law effectively put a lid on the local press as well. One of the glaring failings that Jared was able to find was the lack of clear rules of engagement and a clear mission objective. While there were written (and subsequently ammended) rules of engagement and mission objectives, they were vague, and left much up to the local government. This set up a situation where the chain of command was overly complicated, and in some cases imposible to navigate. He also brought up the orders assigning Van Der Loo to head up the mission. Rear Admiral Van Der Loo, as it turned out, was the regional commander of Starfleet forces. His 'oversight', as the official orders had indicated, stemmed from the fact that the police action was within his area of command. The commanding officer on the field was Starfleet Marine Colonel Stark, a well decorated officer of some 23 years service. Jackson took notes while he read over the documents. He was definitely going to have to speak with Van Der Loo and Stark, but he was going to want to talk with Captain Boulay first. In order to do that, he was going to have to have a conversation with Counselor Kirk to see if she could provide any insight into Boulay's stability.
He opened a comm line on his console. It was to Primary Sickbay on Spacedock, which was where Kirk was stationed. After being redirected to her office by the receptionist, he awaited a response."
