Was this the plan?  Was Garibaldi the sacrificial moshop in order to bring 
down Lasiter, who had previously been untouchable?  Kit's mind raced.  "You 
said you don't believe Admirrral Lasiterrr is involved, and I think you 
arrre corrrect in that belief.  But you also said you believed Admirrral 
Garrribali is being used.  By whom?  Do you have any inforrrmation about 
that?"  If someone else was using Garibaldi, they would have to have them 
in hand before this story broke, because otherwise the finger would 
instantly point to Lasiter, and his detractors would make sure it stayed there.

"My suspicisions are the Bajoran Ambassador.  He has his hands in many things, 
and the list of those that owe him or are otherwise indebted to him is a very 
impressive list.  This list includes other ambassadors to the Federation 
Council, local planetary governmental officials, Federation Judges, and even 
Starfleet Admirals.  Some of them you may know like Rear Admirals Zorin, Reyla, 
and Van Der Loo."

"Admiral, there is something else.  While I am far from proving anything, I 
have a bad feeling about the connection between Admiral Kyle Kettering, the 
Commander of 9th Fleet, and the Bajoran Ambassador.  There is something there, 
but I just can't put my finger on it.  My gut tells me that it's nothing overt, 
but something far more shadowy.  Now if Kettering is involved, what the CinC's 
brother?  The number 2 in the chain of command at 9th fleet..."
