"The  Captain's experiences are by no means unique other than by the fact
that they  have gotten noticed.  That is likely because of who he is.  Most
of the people in his position are locals.  They have no one to turn to as a
result of these abuses."  He looked to the Captain apologetically.   "In a
way, it is likely fortunate that it happened to him because it meant the 
outside has taken notice."

"Was it the rebels or the defense forces that were involved with the
attrocities?" asked Joanna.

Stark just shook his head.  "I wish it were just the locals, but as I  told
the Captain earlier.  It seems like hostage taking and abuse is  something
that has been taken on by all sides.  That includes Starfleet as  well as
the rebels and the governmental defense forces.

Joanna pusher her hair out of the side of her face.  "Please do not take this
the wrong way, Colonel.  Did you file any complaint with the local JAG
office?  Since Starfleet officers were involved, it is your duty to do that
as soon as you see evidence of a possible crime against sentient life."
Stark's shoulders almost seemed to fold in on himself.  It was evident that those same questions were ones that he posed to himself.  His eyes looked up wetly at her.  "I was afraid ...  I was afraid what would happen to me.  Others who had tried to speak up had had their own difficulties, and I was afraid the same would happen to me."

"That may be so, but the JAG is stationed at Van Der Loo's facility.  Don't you think he has some influence with the office there."  His eyes almost seemed to be pleading for forgiveness from the trio.
