If blacklist_uri.cf is using Bill Stearns' sa-blacklist and
ws_uri.cf is using ws.surbl.org with SpamCopURI or urirhsbl
to check message body URIs, then yes, you can replace the former
with the latter and save a lot of SA memory and probably gain
significant performance.

You may want to do some benchmarks or gather some stats
about delays through your mail system before and after
if you want to try to measure a difference.
