If blacklist_uri.cf is using Bill Stearns' sa-blacklist and ws_uri.cf is using ws.surbl.org with SpamCopURI or urirhsbl to check message body URIs, then yes, you can replace the former with the latter and save a lot of SA memory and probably gain significant performance. Please give it a try and let us know how it works for you: http://www.surbl.org/ You may want to do some benchmarks or gather some stats about delays through your mail system before and after if you want to try to measure a difference.
