I will confess that I have never done a High-X system, but with the relative small size of the building, the racking and the arrangement of exits, I would be concerned from a life-safety standpoint about it. If we use the pre-primed design, we would be OK with the water supply. With the standard arrangement, we are right at the maximum point that the water company will allow.

Have you considered High-X foam if your water supply is challenged?

Chemical storage warehouse.

Check with your foam supplier on the life of the foam. Not all will
last 3 years and life span can depend on the water quality too.

Again check with the supplier on the galvanized. Some of the foams
react with Galvanized at certain concentration levels. Usually it's not
a problem for foam-water systems as the foam isn't in the pipe for a
long duration of time.

Also don't forget to check about containment. In some jurisdictions this
type of discharge has to be contained and removed as hazardous waste.

What are you trying to protect?

Subject: pre-primed foam system.

I am designing a foam system to be fed from a limited volume public
water supply. NFPA 16 mentions a pre-primed foam system with significant
decreases in demand. I spoke to someone who knows foam and he said that
the system is filled with the foam-water mixture instead of just water
(and the foam mixed in at the riser). The biggest problem being that the
mixture breaks down over time, so it ends up as pretty much dirty water.
My questions are this: Has anyone worked with this type of system
before? I was thinking recommending a three year pre-priming schedule,
does this make sense? If the pipe is going to contain a mixture
full-time, should it be galvanized? The difference in using could be
the difference between a pump and tank for a 12,000 sqft warehouse.
