NFPA13 says sized up to the point of connection to the system. If the fdc is connected at the end of a system main then you have to determine at what point the end of the system is. Is it at the last branch line? Or is it at the end of the main. The end of the main could be extended several feet from the last line and be near the location of the fdc. Sounds like it's the call for the AHJ.
