Don't get too panicky. Remember what this is, the point of connection for a
fire truck. Rarely used during a fire, truck SOP is 150-175 psi, and if
it's really needed the building is probably a total loss anyway. A bit of 2
1/2" isn't going to make a big deal for light and ordinary hazard systems.
Get to EXII and a lot of storage situations and a little more thought is
necessary but it still may be fine. With a 2 1/2" CM I doubt your density
and demand is very high. Fire pump doesn't really make a difference either
considering the POC is after the pump. Could always run a calcs backwards
assuming the FDC is the supply at 150 psi for a comfort level. Throw in a
few extra heads for even more comfort.
That's the thought on why one could accept but technically, though, you are
correct.

NFPA13 says sized up to the point of connection to the system. If the fdc is
connected at the end of a system main then you have to determine at what
point the end of the system is. Is it at the last branch line? Or is it at
the end of the main. The end of the main could be extended several feet from
the last line and be near the location of the fdc. Sounds like it's the call
for the AHJ.
