Fill the boat with water?  Not sure if someone would find capsizing it as being 
more palatable than burning it.

In the back of the FPRF report, there is a list of marina and boat storage 
fires. Some are rack buildings.

Interestingly, I was talking to one of my local marina's about a shed where 
they store 30+ ft boats for the winter. In addition to sprinklers at the roof, 
I suggested a lower network of pipe where you could feed sprinklers off of 
Flexhead drops into the cabins through hatchways. Probably not ideal, but could 
help alleviate the shielded fire issue a little.
