Might be possible of the storage area were completely closed but most are open 
sided.  In that scenario, HEF is of little value.

When this came up years ago, someone suggested High Expansion Foam. Does your 
response to the customer have to be inexpensive too? It can protect airplanes 3 
dimensionally, with fuel and enclosed compartments. Not too different from boats

what bothers me is a client has come to us, asked us to protect his product,

we should offer him something.  Completely indemnify yourself, but to say there 
is "nothing" that can protect boats when we just got through glorifying 
sprinklers in compartments, don't float.

sure, a compartment is relatively easy to sprinkLER relative to rack storage of 
expanded-foam-filled plastic, but it can't be impossible.

I would give the client a design.  Tell them this is what it will cost, and 
tell them to grant your company complete indemnity.
You want to help them, but you have to preserve your company's life, too.  This 
insecure solution for the client, still may be what they want...rather than 
simply operating naked.

The republic government offers the marvel of a judicial system, which is a 
proven vehicle when filled with rational, even rationally compassionate 
thinking jurists.  but the judicial system is broke and a joke if decisions are 
rendered by a quorom of incompetents.  People should get paid full-salary to 
serve jury duty, because the present system is not working -- well.
