Scott: Sure it floats! And it's also prudent to recognize the limitations of
what we do.

There will always be structures and products, and facilities for which there
is no effective "Sprinkler solution" It's not that "Nothing" can protect
boats. It's that "Nothing Affordable" is available to protect boat rack
storage at this time. If you put 100 boats in 100 concrete bunkers, with
sufficient separation, you can just about guarantee that if one catches fire
the other 99 will survive. But at what cost?

This is a situation where the Owner and his Underwriter, need to decide on
the appropriate level of protection as well as what they are trying to
protect. Then the Underwriters need to establish the protection that list of
requirements necessitates. Since there is no "Code" basis for any design or
requirement, this becomes an issue for both the Owner and underwriter to
establish the level of protection both are willing to accept and can afford.
This may end up being that all owners of boats stored in this facility sign
an indemnification and hold harmless release. Or it may be that combined
with an alarm system, or maybe a standpipe system will be added to the list
or even a high expansion foam system. 

Will any of these save all of the boats and the structure in all fire
scenario's?  NO WAY! But may they save some of the boats or some of the
structure in some fire situations? Probably.

How much did it cost? How much did it reduce the potential loss or risk?
That's what actuaries and insurance engineers are there for, USE THEM!
