Yes, if the Finder thinks the desktop files are out of date, it will
rebuild them. If there is some sort of a file corruption problem, then
it is possible that this sort of thing can occur. I have run across
such behavior in the past.

I do not care for Norton myself. I have had it screw up my drives more
than once. It got so bad once that I had to remove it from my hard
disk. I forget all of what I had installed at as the time, but I
believe it was some sort of optimization sw that was the culprit. In
any case, I really suggest you try Apple's Disk First Aid. It won't
take long to run. Granted DFA is not the greatest in fixing problems,
but it will do a pretty good check of the directory structure.

Not completely true. AppleShare, for example, must scan the disk
before it mounts the files on the network.
I still think it is a desktop file problem. One thing to try is to
open the extensions manager and turn everything off. (Disabling the
extensions via the shift key at start-up is not quite the same thing,
since that disables other things. So try it this way.) Restart. If the
problem still occurs, then it is likely a problem in the Finder itself,
and more than likely some sort of file/hd problem.
