AFAIK, by default, WsHTTPBinding is using SSLContextToken for key
negotiation, which is not supported by Rampart/C and Rampart/Java (hence not
supported by WSF/PHP or WSAS).

It is a CustomBinding. Even for Stonehenge .NET BS, Chintana has suggested
[1] to use CustomBinding and we are using it.

For me, .NET BS -> PHP_OPSSEC works and .NET BS uses CustomBinding.
