More than one person has pointed out, that principles can and should report to the superintendent of the district, suggesting then that the position of area superintendent is repetitive and therefor must be unnecessary.


I'd like to ask, if anyone has considered the fact, that the superintendent of a district this big, might not be able to do this alone - and might need some highly qualified help, to make sure that this district is run effectively and efficiently. Here are a few quick facts (from the district web site) about how large the district is.

   43,000        students
     3720        K-12 teachers
      153        Principles and Other Administration
       50        elementary schools
        9        junior highs
        7        senior highs
       44        other sites

Does anyone really believe that over 60 principles can report to the superintendent directly and get the attention that they need?

I do wish that the district would do a better job of communicating the roles of area superintendents to the public. But at the same time, I'm really puzzled by those who think that because they don't understand the position - it must be unnecessary.

I'm assuming that a district superintendent might be comparable to a vice president in a company. Most companies the size of the district would have more vice presidents than we have area superintendents and they would be paid exponentially more.....

"Area Superintendents of A, B, and C are each responsible for approximately 15,000 students and one-third of the school district's schools. The Area D Superintendent oversees all the school district's alternative learning programs, summer school programs and key No Child Left Behind supplemental services the school district will begin offering in the fall of 2003. The Area E Superintendent provides leadership for direct services to more than 250,000 Saint Paul residents through the school district's Early Childhood and Community Education programs and services. In addition, Area Superintendents supervise the activities of several vital programs including athletics, truancy intervention programs, and graduations.

Area Superintendents supervise principals and program coordinators and work closely with schools, families, site councils and community and business partners to implement all school district initiatives and programs in the Essential Efforts of the Action Plan. Area Superintendents will be directly monitoring the comprehensive implementation of the federal No Child Left Behind legislation to assure that all Saint Paul Public Schools students meet and exceed academic and attendance standards."
