This would be a great analogy, except ....

Total number of authorized flag officers --- 216 

Total number of active duty commissioned naval officers -  54,910

Total number of active duty enlisted  ----   319,761

Total number of commissioned naval ships ----  337 ships


Ratios:

6-1   enlisted/officer

and

1.56 ships per flag officer

I could go on about the heirarchical structure of the Navy and the limited scope of 
any subordinate commander in the chain of command, but these numbers alone should be 
sufficient to rebut the assertion of wide responsibility as an effective management 
structure.
